You have received a scam call.  No one is going to notify you ahead of time that you are being served court documents.

Also, you may want to to report the number that called you here:

I received a call from this number 8554397589 saying I own a payday loan from over 6 years ago, when I asked for paper work proving this they said the company can not reach me. I think this is a scam. Also isn't there a statute of limitations after so long on a debt.

taken the time to post in the correct place, which could have easily been found by following the instructions on the home page which tells you to enter the number in the search box, you would have found the answers to your questions, you would have found out what you need to know and where to both learn more and where to report it.  Assuming of course you would have taken the time to actually read the posts in that thread. Instead, you posted here and are still as clueless as when you made the post.

I had a message on my phone at 8:30 A.M. this morning  from a Robert Galvin stating he was an officer from the Investigating Department of the IRS. He also had an eastern accent. He had my complete name  and said that there was a warrant out for my arrest and that I needed to call him back right away. This also said if I didn't call back I would be arrested. I have no intention of calling this fool back because the IRS doesn't make this type of call.

While bogus payday loan collection and fake tax debt calls share several similarities, they are not quite the same, making your complaint off-topic. Aside from many proper number threads there are other threads devoted to faux IRS calls, like this one running for three years and active within the past half day.

Got a call from Lenci located in Salina, Utah on Feb. 27, 2017 at 8:10 am. No one was on the line. My research showed me that it was from  TELEPORT COMMUNICATIONS GROUP, INC. - UT. According to the BBB, the business had a bad rating and shut down. It is a landline owned by Shawn Miller, one employee. The business has an income of $65,000 but no longer exists. The phone number now is: 430-670-2137.

Some 'debt collection' company called using an overseas number. Before I gave out my info I asked them who it was from. I told them that I never took out a payday loan in seven years. I asked them who it was and I never heard of them. I told them if they keep calling me I'll report them to the authorities and they promptly hung up.
