Unfortunately you are incorrect. From ftc.gov: "Business-to-Business Calls:
Most phone calls to a business made with the intent to solicit sales from that business are exempt from the Do Not Call provisions."

Arghh. You got my hopes up. Unfortunately the only way to know if you're eligible is to know for sure that these scum called you.  A lot of these TCPA class actions will let you type in your phone number and tell you whether they'd called, not this one. Of well, you'd get a whooping $30 (estimate) out of the $6.5 million dollar settlement.

that you did not provide proper citations to your claims. The newest amendment to the TSR simply ups the fees, all other amendments are 2016.
    Effective: October 1, 2018
    16 C.F.R. § 310.8
§ 310.8 Fee for access to the National Do Not Call Registry.
It looks like most of your post is plagiarized as well, from some unknown and probably unreliable site.

"Your honor, our DNC policy is freely available in my garage junk drawer at home, and my sales team can see it any time they ask. I'll bring it along right away in a few days when I think of it. Therefore, the plaintiff is mistaken and the claimed noncompliance never occurred."
