The only thing I can suggest about the possibility of someone recording is to check the apps on the phone, as there would have to be an app that intercepts the calls. Unless your brother has skills in tech hardware, software would be the only way to do that. It might be time consuming, but checking out what each app on their phone is would help you to solve the issue of any "wire tap" recording (which is highly illegal) . I doubt that would have anything to do with the caller id on an outgoing call though.

I get a lot of these. If the caller shows the V with a bunch of numbers I answer and immediately (within a second) hang up. Otherwise my answering machine would answer and their Robocall would leave a garbage message.
This link is in regard to debt collection. Where is the link concerning telemarketing to stop the V Affiliated Callers/Telemarketers that have nothing to do with Debt Collection?
There is no such link on that, but if you took the time to read the whole discussion, you would come to the understanding it is theorized to be dialing software as the source of the "V' sequence of numbers that display. The "V" sequence might not be limited to any specific "type" of caller, but more towards a specific brand of software used to make calls.
The link provided was in regards to the person's misleading comment about "Bill collectors & Quick Loans" as the source of those "V" sequences, providing them with a helpful direction to pursue for those specific type callers.
They change their number, use area code and a local number each time they call.
