Your "advice" about toll-free numbers is useless. Scammers can call the number over and over and the cost of these inbound calls to the account that has the toll-free number will be enormous. Don't be giving "advice" you yourself haven't tried and been successful with.

Start by saying "We are calling you back because you called us" total lie.
Sounds to me like a Medicare scam.
Somebody wrote that National Do Not Call Registry Complaint web site was closed - not true (just used it now).

The punishment you speak of would be far too costly, as there are literally millions of these POS in the world now.
A simpler, more cost effective form of punishment/rehabilitation would be to simply place the offender in a cheap 12 foot by 12 foot wooden enclosure (constructed of waste wood pallets) with a secure, floor anchored steel vice in the center of this 'room'. The perpetrator's [***] would then be placed into the vice and the handle removed. The scum would then be given a dull knife, as the room was set on fire.
It would then be the decision of the perpetrator as to the corporal punishment action to take in retribution for his heinous crime.

I got a call today from 203-437-7659. Caller ID said Connecticut. The robo voice said they were from the Pain Center and that someone from my number had recently requested information about a pain relieving knee brace or back brace. What a big lie! No one at this number requested anything! I did not press 1 or 2. I hung up. Does pressing 2 do any good??

Thank God for 800ntes.com. I keep getting calls like this I know are Spam callers especially when it comes from Conn., a state where I don't have family nor friends.
Invading my home with the phone ringing as a scam isn't fun when you are busy trying to get things done. "There ought to be a law..." Oops! Of course there is!!! So where is the FCC? Seems it is a constant anymore. I do need my home telephone or would have removed it years ago already.

203 437-7659 Connecticut - Pain Center is another SCAMMER / FRAUD SCHEME set up to scam senior citizens and their insurance companies since Obama care went into effect.  Calls coming from California is the same scammer bouncing different numbers.  This is SPAM and it is HARASSMENT to call repeatedly two or three times a day several times a week.  I am on the National Do Not Call list.

Thoughtful message,  maybe if you write to the out going Speaker of the House of Representatives he could get a Bi-partasin bill passed called the Drawn and Quartered Act of 2016.  Some days I feel good enough and mad enough to draft the legislation myself.  Great Idea,  and some of our polititions are wrong, good ideas do come from the electoral swine, they are just too busy fighting over the pork to listen.

Same as everyone else. I didn't recognize the number, and I don't know anyone in Connecticut, so I didn't answer.

called my landline and didn't show who except   Connecticut instantly blocked with call blocker. looked up on whitepages and it shows VOIP . so it could be anywhere. also said identity protected for privacy. if its a business they are required to  identify themselves. more crooks probably friends  of politicians.

They keep calling.  Robocall.  I can't get them to quit or remove my number from their list.

Same experience as others. But it is a real not a spoofed number. So it will go into my blocked calls list.  [***].

These callers: pests should be Jailed on a felony for harassing people by phone interstate (over state lines).

Called scammers

Got call from this number said Conn above it, robocall about being selected for a back or knee brace and if I wanted to talk to anybody punch one, if I wanted my name off the list press 2, I pressed 2.

10/23/15 7:29 PM  (our local: West Norriton Twp, PA) Caller ID: CONNECTICUT called on my landline from #203-437-7659 -- a hang-up AGAIN; how many of these calls do we have to received before something is done; have an unlisted # and both landline and cell are on the "DO NOT CALL LIST".

How many more calls are you going to get before you take this situation under control?  The gubmint is not your personal police force.  Tell me, when you go grocery shopping do you lock your car doors?  Why we have police, shouldn't they be there to prevent the crime?  When you leave your house do you lock the doors?  Again we have police shouldn't they be there to personally make sure no one breaks into your home?  in both cases the answer is no, the police will not be there so you take your own safety and security in hand.  What is different about this?  Buy a call blocker, call blocking phone, use your phone carrier's call blocker, or use a free call blocking app for your cell phone.  Same thing as locking the door.
