    Woke me up at 7:00 am. I thought it had to be an emergency, my kids or grandkids needing help at that time of the morning, and I didn't look at Caller ID before I answered. If I had been fully awake, I would have blasted this woman for continuing to call my number and asking for someone who DOES NOT LIVE HERE! Why can't these idiots get it that they are calling the wrong number? I report them, but they just change numbers and keep harassing me!

    Get a consumer law attorney and go after them for harassing a non-debtor. This guy sued NCO Financial and WON:

    Under the TCPA, a consumer has a right to file a lawsuit and recover $500 for each call that violates the TCPA. The TCPA can also be used in conjunction with the Fair Debt Collection Practices Act in some situations.

    Generally, the TCPA does not apply to debt collectors making collection calls to debtors. However, if you are subjected to calls from a debt collector and you are not the debtor, you may file a lawsuit against the debt collector under the Fair Debt Collection Practices Act (FDCPA) and the TCPA.

    This right was recently recognized by Judge Legrome D. Davis in a case called Watson v. NCO Group, Inc.  NCO Group is a debt collector that uses automated prerecorded collection calls.  In this case, Mr. Watson alleged he was getting hundreds of calls from NCO Group after he got a new phone number. Mr. Watson claimed he owed no debt to NCO Group, Inc.  Mr. Watson filed suit under both the FDCPA and TCPA.

    David Israel, defense lawyer for NCO, argued that the TCPA should not apply to debt collectors.  Judge Davis rejected the argument made by David Israel. The judge ruled that Mr. Watson had a right to sue NCO Group Inc under the TCPA for $500 for each call.  Judge Davis wrote;

    [The] Court is convinced that a non-debtor's rights are in fact violated when he is subjected to repeated annoying and abusive debt collection calls that he remains powerless to stop.

    Judge Davis' ruling was based upon his interpretation that collection calls to non-debtors violate the privacy rights provided by the TCPA.

    So what can you do if you receive "wrong number" calls from debt collectors?

    1. Sign up for the Do-Not-Call registry.
    2. Save the calls captured by your voice mail or answering machine.
    3. Contact a consumer lawyer.

    Checked my phone log after I got that "way too early in the morning" call today. I found that Portfolio Recovery has called me 7 times in the past 3 weeks! Not only that, but out of the 7 calls, 2 of the calls were from the same phone number. The other 5 calls were from 5 different numbers! I did report them to the FCC ( www.fcc.gov/ ).

    I started getting calls from Portfolio Recovery BEFORE I got a cordless phone hooked up to this Basic Talk/cable modem phone service and continue to today.  Problem is that this number has only been assigned to me for the last 8 days and is unpublished and unlisted, plus I don't owe any debits to anyone.

    This has been an ongoing thing. Coming in on my Landline, which I largely ignore. Just a pain to get up and check. I am not behind on anything. In fact most of my stuff such as the Mortgage is on Auto pay. I do keep an eye on my credit reports and they are fine. They do call at various times and the day of the week doesn't seem to matter. Usually as a rule, if I don't recognize the number I won't answer it. There is a phone version of Phishing and they are looking to see if someone is at the number. If you answer, then the fun begins. I deal with this stuff on the computer all the time. For me, it is easy to track them down on the computer, and as a lot here have found out, if you have caller I.D., you can track those as well. You can get a cease and Desist order as has been mentioned. As for the computer, most banks / companies have a Fraud site to report the stuff to. They have gotten very good at Spoofing the Bank / Companies  Letter heads when you open you email. I have found that even the URL can be a bit tricky and requires further digging. Not sure of how that got his number. It belonged to my Mom. When she passed last year, I bought the house from the estate and kept the same number. Collection Agencies use a variety of names trying to be slick. This is just one of them. I know of one that used Credit Adjustmant Board as well.

    I have received about 5 calls from this outfit. They always use a different number. They never leave a message. From what I have read on here it is better to just ignore them. I don't think it is possible to get them to listen to you. I made the mistake of talking  to them once and they claimed that I owed over $1000 on a credit card that I cancelled in 1999 which is way beyond the statute of limitations in my state. After some words back and forth I was asked if I lived at a certain address and if my SS number was XXXXX. I replied no to both and the guy said sorry, he would write it up as a wrong number. Still they call. Strangely, they call about every four days, in the afternoon. I have had identity theft problems in the past and the legit collection agencies notify the credit reporting companies, and if they call they leave a detailed message and a call back number. They also listen if you mention ID theft because I think there are laws prohibiting them from bothering you if you have an ID theft case under investigation. At least they are not supposed to call you until the case is decided. It seems that this is just a bunch of bullying crooks.

    Stop calling my office number, jack! I inherited the number from some guy who just died from cancer five weeks ago... I had to look up this number after five consecutive calls without an answer in a 6-minute time period... Really, do your research before blindly shotgunning people's numbers!

    I don't know how they did it but the got my cell number and are calling me in Oman. And this is a company provided number so how could they track that down? Of course this debt is more than 13 years old and belongs to the ex. Why they're trying to collect from me I have no idea.

    Does anyone know the address where to send a CEASE AND DESIST letter?  I am so tired of tellling them not to call but they persist.  This did work years ago but they'are at it again!  Thanks.

    They keep calling from this number and several others.  I have no idea what they want since I refuse to answer calls that do not identify themselves or leave messages.  If they are, indeed, debit collectors, they are calling the wrong number since I have no debt - at all.

    Portfolio Recovery can't be stopped. Only ignored. They call me every day from new States to collect a debt from a dead man. A dead man I've proven to proper people is in fact dead, and they still call. That list of numbers above me is massive, that's about how many I've blocked as well and yet they still call. It has to be against some law's you'd think.

    Also the "DEBT" they're trying to collect never existed to begin with. Its from 2004 compliments of "Dish Network" canceling service three months early because they were told we would be moving in three months. They shut off service immediately and sent it to collections immediately. When they had the original deposit and we all went without said service for three months. How is that debt when it was paid up until the day they shut it off and eight years out of contract??? Its not a debt. Also seems like some Stature of limitations has long since passed but what do I know? Apparently nothing. These people are bottom feeders who prey on the elderly. I'm not elderly, not even close. To put a bow on it, never EVER cancel a service until your actually gone and just pay what they say if you want to avoid collection attempts Ten plus years later.
