When an agency calls you we are trying to collect a debt that is presumed to be valid and owed. We have had to terminate relationships with clients who do send us bogus debts or debts that have no contract or agreement. In the rare case where a contract isn't in place we tend to just cancel it and close the account.

Said "agreements" happen fraudulently by scam collectors who purchase a database (stolen or otherwise) of customers sensitive information for cents on the dollar. The purchaser then proceeds to set up shop to scam folks out of money they never borrowed / been released from / statute of limitations have expired, also known as ZOMBIE DEBT. When a company hired me to collect on zombie debt a few years ago we returned the accounts because to me it seems a bit unsavory to go after those types of bill and a fiscal waste of my time. But that doesn't mean that the people didn't create the debt and then not pay their debt. So while I understand how after a length of time you feel that calling it "zombie debt" makes it sound ominous, it's still money owed.
