Yes, it's likely a debt collector.  In this case my father passed away and owed some money.  But incredible they never leave a vm & hang up when i pick up.  I finally just blocked that # on my smart phone.

Right - a collections co. may call on behalf of different companies, so it won't necessarily be about Quest for everyone.

Just received a call today from this number. I was running like I was calling out. I guess someone picked it up on the other end but no answer so I hung up. I got a collections in the mail the day before so I might be them.

This company is collecting on behalf of Quest Diagnostics for some medical testing I had done.  The problem is that Quest's personnel told me that my insurance would cover everything with no co-pay - that they had called the insurance company and checked as part of their normal patient intake routine.  I was very surprised to get a bill for over $200 a few weeks later.  I've been battling this with Quest ever since - my insurance company assures me that my policy does NOT cover testing done by an outpatient lab like Quest, and informed me that they have had this problem many, many times with Quest telling patients they are covered when they aren't.  If I had known I wasn't covered for it, I would have demanded to be tested in the hospital lab, not at Quest.

Sue, unfortunately, you are (by law) responsible for paying what insurance does not cover, and you are also responsible for making sure you understand what is covered/not covered under your insurance policy, before scheduling treatment.  You would owe Quest the $200.  If I were you I would work out slow payments over time.  Let them collect $10 a month from you for 20 months.   Quest should not have promised what they did.  But, you still owe it because you should not have relied on Quest's promise.  Set up a payment plan and stick to it.  (Set it up directly with Quest - don't go through the collection company.)
