This is a collect call from Rocky Mount as was earlier stated. I am getting calls from it also. My ex is in Prison there and she calls the kids. I gave her a calling card but the prisons are obviously in bed with these companies to make money. As far as cells go, to the best of my knowledge if they have one, they are using them without the knowlege of an officer.
But for you all to have an argument on there is a little childish...

I just got a truncated voice mail from this number to my office VOIP number.  Obviously, the automated message just starts right away, before the voicemail starts recording.   Since I don't know anyone that would be calling from prison on my office line, I just set the a call forwarding rule to reroute this number to a No Service message.   In any case, I don't think VOIP numbers can accept collect calls.

umm first off people in prison are not aloud to have cell phones in prison but they do through connections so uhh get it right!!! Oh yeah -_-  your dumb for calling someone stupid when you did not do your research on if people in prison can have cell phones!!!

This is 100 % a call from an inmate. I KNOW who it is. Trust me I know. Is a convicted child molester, 2nd offense. Due to be released soon, real soon.

i just got the same call, WTF? are they using our numbers to call elsewhere?

Yeah this is a number from an inmate. When I answered it, my friend in jail was on the other line.

This number just called me. It said I could not accept collect calls on this phone, and then hung up.  I have a Raleigh NC telephone number.

I have received literally a hundred calls from this number.

I do not want this number to call me anymore...I do not know of anyone in prison and they keep calling about 10 times a day, sometimes they hang up and call right back over and over. It started when my phone number got changed...how can I get them to stop calling?????

I just got out of prison. Prisoners are not allowed to have cell phones. If they have them it was because they were smuggled in from either visitation or a correctional officer. I know because I did 4 years there.

Got my call today and they left a message on voice mail. It is a telemarketing company that uses convicts for telemarketing. If the call is coming to you via a cell phone, go to your account on line and most providers have a "voice block" feature so you can add the phone numbers that you do not want calling you.  I have Sprint and it took me no time to add two telemarketers numbers to my list so they cannot call me anymore.  This is my first time using this feature and I hope it works  because they are not supposed to call any number on the do not call registry...yeah right.
