No, they are not the same that is clearly evident by taking the time to read the many informative posts in this thread that have all their information as well as what to do and how to do it.

A call from a debt collector masquerading as an important notice I guess I'm supposed to believe I must respond to ASAP.   They are just another bunch of crooks.

Unknown caller.. keeps calling at unusual non business hours... getting annoying

They called looking for somebody I never heard of. They call and call and call...

Message from someone for the wrong person

After my usual business greeting, caller hung up.  The previous posts inform my decision to block the number.

Getting calls from this number for a few months. Always a different person, leaving no name, reason for call, barely audible. Have documented dates, times and will report to FBI, police, phone company to track, trace and remove. These are scammers.

They left message on my cell for collections, yes I do owe the money. If I had it it would of been paid long ago. Is it illegal to call on cell as I’ve read above? I’d surely would love to stop these calls.
