Telemarketer touting an unknown scam... Unknown scam because I kept alternating between "Talk louder so I can hear you!" and "Speak English so I can understand you!" until he (Indian/Pakistani accent) got frustrated enough to hang up... He never got to the 'point' (which scam) of why he called... 8o)

Scammers, probably from India, tweaking Vodaphone with a VOIP (Voice Over Internet Protocol) to route the call through a US based carrier to a US area code. Some of these ringtails answer in the Indian accent of the lemur "King Julian" in a TV show my kids used to watch, "The Penguins of Madagascar", with fake Anglo-sounding names ( John, Jason, etc.) claiming to be IRS agents, demanding that you send them owed back taxes to avoid imminent arrest. Next is "Microsoft /Verizon calling to say your computer is infected with viruses; give us remote control of your computer to fix it", which is used for big time identity theft or to infect your computer with malaware (ransomware) which you have to pay big bucks to remove. Not very useful to report the numbers as they use what are called "Switch Phone Numbers", which is what it implies: they switch numbers to avoid detection if a number of complaints are logged against that number. Seriously, the FBI cybercrime unit should be able to trace these numbers through the carrier, but apparently privacy laws prevent this. If you have time the best way is to string them along to waste their time by providing fake IDs names, addresses, my favorite being 104-89-4999, which is the equivalent of "April Fool"; use your creativity. Never give them control of your computer. Some of these are IT savy professional criminals with companies in India, who are impossible to prosecute due to corruption: they are able to buy off law enforcement or are connected to prominent politicians.

Now the scammers that have been using numerous other numbers are using this one.  My caller ID said Toll Free Call and when I answered it was the robo call saying this is Rachel from Cardholder Services.  With that I hung up since the FTC has been going after these scammers for years and each time it is the same recorded message.

    THANKYOU ALL!
Called on cell phone. Did not answer and it left no message. Number blocked.
If you dont recognize the name/number, DO NOT ANSWER. If you happen to answer, DO NOT RESPOND IN ANY WAY; NOT BY VOICE, SELECTED NUMBER OR CALL BACK! After all, they are scammers and you dont really know what you answered or consented to do, give or buy, for which your number may be billed.
And don't waste your time with cute answers...there's no satisfaction and they don't care. They just move on to irritate or hook the next sucker
Scamming and phishing only works if there is a market (target, sucker). They are bottom feeders that have no limits, conscience,  mothers, or legislation  (DNC) except you.
You can file a complaint with the federal trade commission for any and all unwanted and unsolicited calls, texts, scams, phishing and others at www.ftccomplaintassistant.gov/Information#crnt
Legitimate caller will be identified, will leave a name, message, and call back number, giving you the option to respond.
I wish all the TV stations would run programs at prime times on scams and cautions; how to report and deal with them. That would be public service in public interest, and hopefully, make these scammers into real losers.

Looks like these scammers are cold calling now. They called my cell phone earlier today. I didn't answer bc I never answer numbers I don't know and they didn't leave a message. I also haven't had the beeping in my computer or pop ups saying I've been compromised. Hopefully, no one else gets taken advantage of by these horrible people!
