Chill out, everyone.  This is a legitimate call from a service (Code Red) that many municipal and other government agencies around the country contract with in good faith to alert a neighborhood, town or other specific geographic area of an important safety message such as an active crime situation, lost Alzheimer's patient, flooding or impending weather emergency, etc.

It is usually managed by the local police, public health, or emergency management agency.  If you have a LISTED residential or business phone number, you may get these rare automated calls which are meant to notify, not annoy.  You can always call the number back to OPT-OUT of future notifications. CELL PHONES have to be opted in voluntarily by the user to receive calls -- they don't call cell phones unless you've proactively sign up.

These calls are not sent out for the heck of it and don't occur very often -- just when there's a potential safety threat or notification of importance to a community.  Every caller ID system reads incoming calls differently, whether it displays "Toll-Free Call", "ECN Community", or the actual number itself.  If there was consistency, I agree, it should display "Code Red" or other more helpful identifier.  When all else fails, simply don't answer the call, or just block it.  There are many free or low cost tools available out there that can screen calls so that your phone barely ever rings!
