VM said "This is a test from westminster special utility district"

I received a call displaying this alleged number. Based on other comments it might be connected to a code red alert which I have received before and will leave a voicemail message. However there are two issue that leave me suspicious about this particular call.
1) No message was left.
2) They called my Google Voice number. In the past rad alert calls have called the main number to the house.

If it was a legitimate call than I would have expected a message. Especially if this is connected to red alert. Unfortunately at this day and age of caller id spoofing you can never be too careful.

Called 5 times in 5 minutes once,3 times in 3 minutes the next hour.

"ECN Community" caller ID - appears to be a community alert issued by the town water department's superintendent (correctly identifies our superintendent), the call does not appear to be a scam or malicious.

A call was received yesterday afternoon displaying this number. The number is associated with our counties code red alert system which is a community notifications system related to such things as amber/silver alerts, severe weather events & etc. Calls like this have been received from another number in the past which were followed a voicemail message. However it does not appear that one was received. Because of the connection to my county I am not about to debate the whether or not this was a legitimate call. Hopefully it was.

Received a call from this number on my home phone, 7:05pm. Caller ID, 'ECN COMMUNITY,' without a message. I live in NY and cannot imagine counties, towns and utilities all over the country using this company, or one phone number, for all their emergency alerts, information sharing or community alerts.  It is a scam. I have received certain local alerts and the caller ID reads the utility/business, etc. name along with the number which usually has a local area code.

receiving county alerts for Wilson County.  I don't live in Wilson County and never signed up for any alerts for Wilson County.
