This is some kind of scam. I got a call and the guy left a message saying he would be coming by my residence or place of work within 24 hours to serve me with legal documents and I needed to have 2 pieces of ID on me or I could contact the party directly at 1-866-680-8956. You can tell when you call the number that it's bogus. I didn't reach anyone. Their voice mail box was full. The guy did sound professional on the message he left me. I can see why some people might be fooled.

How can I verify whether or not a debt collector is legitimate?
Here are a few warning signs that could signal a debt collection scam:

The debt collector threatens you. Legitimate debt collectors probably won't claim that they'll have you arrested or claim that they or their employees are law enforcement officers.

The debt collector refuses to give you information about your debt or is trying to collect a debt you do not recognize. You have certain rights to ask a debt collector to verify the debt. You can use this sample letter to request this information. Ask for an explanation in writing before you pay.

The debt collector refuses to give you a mailing address or phone number.

The debt collector asks you for sensitive personal financial information. You should never provide anyone with your personal financial information unless you are sure they're legitimate.
If you think that a caller may be a fake debt collector:

Ask the caller for his or her name, company, street address, telephone number, and professional license number. Many states require debt collectors to be licensed. Check the information the caller provides you with your state officials, or the state in which the debt collector holds a license. If the caller refuses or is unable to provide you with information about his company, or if you can’t verify the information he provides, do not give money to the caller or company.

Tell the caller that you refuse to discuss any debt until you get a written "validation notice." This notice must include:
    The amount of the debt
The name of the creditor you owe
A description of certain rights under the federal Fair Debt Collection Practices Act
If a caller refuses to give you all of this information, consider requesting this information in writing or seeking assistance before paying the debt to make sure the debt, and the company, are valid.

Tip: You can consider sending the collector a letter requesting the information by using one of the CFPB's sample letters. You can also submit a complaint to the CFPB or you can contact your state Attorney General’s office.

Do not give the caller personal financial or other sensitive information. Never give out or confirm personal financial or other sensitive information like your bank account, credit card, or Social Security number unless you know the company or person you are talking with is a real debt collector. Scam artists, like fake debt collectors, can use your information to commit identity theft such as:
    Charging your existing credit cards
Opening new credit card or checking accounts
    Writing fraudulent checks
Taking out loans in your name

Contact your creditor. If the debt is legitimate – but you think the collector may not be – contact your creditor about the calls. Share the information you have about the suspicious calls and find out who, if anyone, the creditor has authorized to collect the debt.

Report the call. Submit a complaint with the CFPB or get in touch with your state Attorney General's office with information about suspicious callers.

Stop speaking with the caller. If nothing else works and you believe the calls are fraudulent, send a letter demanding that the caller stop contacting you, and keep a copy for your files.

Tip: You can use this sample letter to write a letter demanding the debt collector stop contacting you. By law, real debt collectors must stop calling you if you ask them to in writing.

Tip: If you're having trouble with debt collection, you can submit a complaint with the CFPB online or by calling (855) 411-CFPB (2372).

Legitimate process servers do not call to warn you, or to get money from you to stop the process.  They will deliver the notification without warning.

(Here is more info than you really need on process serving:
    http://en.wikipedia.org/wiki/Service_of_proce ... nited_States.29 )

Also, if you were threatened with an "arrest warrant" via a phone call or email, read this:
    http://news.uscourts.gov/warning-arrest-warrant-scam

"The warrant is phony. A valid warrant would not be served by fax or e-mail. It would be served in person by a U.S. Marshal or other law enforcement officer."

"Anyone receiving a fake arrest warrant should contact the FBI or the district U.S. Marshals Office. If there is any question regarding the authenticity of a warrant, contact your district clerk of court."

    Definitions:
    * A =summons= is an official notice of a lawsuit. It is given to the person being sued (the defendant).
    * A =subpoena= is a court order. It requires someone to come to court, go to a deposition, or give documents or evidence.

BBB has seen a major increase in collection agencies starting business in the Upstate New York area over the past several years. In an effort to keep consumers informed about which collection agencies are operating in accordance with federal and state law, we have asked for specific information from all collection agencies located in our service area, including proof of licensing, bonding, and or registration required by NY state or other governments where the business is located, as well as proof of licensing required by any state in which the business operates. This collection agency has not responded to our requests. BBB advises consumers to be aware of their rights in regard to collections. This includes New York States law prohibiting any collection agency from collecting on Payday loans in the State of New York. The Fair Debt Collection Practices Act (FDCPA) outlines prohibited behavior when attempting to collect a debt, and outlines specific rights for consumers. There are penalties for agencies found in violation of the Act. BBB advises consumers to become familiar with their rights under the Act, which can be found at  ftc.gov. No one is going to show up.  No legitimate process server notifies you in advance that they are going to serve you with papers.  They just show up.  Read the other notes.  This is a debt scamming operation, basically.

They called me today claiming to be collecting for "checkmate" and I told her I have never been to any check cashing business and asked her for details. She produced nothing and just repeated herself about settling for 350.00. i asked for her information so I can forward it to my attorney and she said she can't give out that information. I replied, good luck collecting this debt then. She said, thank you and hung up on me. The thing that worries me is that she had the last 4 of my social. Did anyone else hear their social read to them?

They generally have some information about you.  Not unusual for them to have the last four of your social.  Basically they are debt scammers so you should NOT return their calls and you should block them.
