It is not asking you to accept a "collect call". It is asking if you will accept a call from "inmate's recorded name". The inmate pays for the calls.  Never are they collect.
If you don't know the inmate who is calling or want to talk to them, you don't accept and just hang up.
The inmate does not hear anything on the phone until you accept the call. Then you can talk to them. If you don't accept or hang up, they will just be notified their call could not go through. But not why. They can assume  either due to no answer, no acceptance or number not in service.

I don't know anyone in jail and I don't have my number listed.... it's my cell phone... like who called me
