    When you get a call from these people here's what to do.

    They will ask if they can speak to (Your name). Usually they just state your first name as opposed to your full name. Either way your exchange with them should go like this.

    Them: Can I speak to [name]?

    You: Who wants to know?

    Them: It is a matter of a personal nature. May I speak to [name]

    You: But you called this number.

    Them: Am I speaking to [name]?

    You: Hold on a moment. You call a number and you're demanding to speak to someone but you don't want to say who you are? Are you a scammer trying to scam someone?

    Them: This is Dwayne (Yes, guy with a THICK Indian accent says his name is "dwayne")

    You: OK "Dwayne," what's your last name?

    Them: (Pause: They are usually caught off guard) because. Am I speaking to [name]?

    You: I didn't catch your last name "Dwayne"

    Them: (Pause as they think of an American last name)....Johnson

    You: OK Dwayne Johnson, you want to speak to [name]? Where are you calling from?

    Them: Its a matter of a personal nature regarding PayPal. Am I speaking to [name]?

    You: And you're calling from...?

    Them: I can't reveal that information because it's a matter of a personal nature.

    You: So you're calling from PayPal and you're name is "Dwayne Johnson?

    Them: Er Yes, No, I'm not calling from PayPal but its about PayPal

    You: Wait, let me get this straight...Your name is "Dwayne Johnson. You're calling to speak to someone
    (do NOT mention the name they mentioned to you at all), and you say its about a matter of a personal nature BUT, you can't reveal where you are calling from? I think you're a thief trying to steal someones records.

    Them: I'm sorry but I need to speak to [name] its an urgent matter of a private nature

    You: Before I do anything else, give me a number to call you back on

    Them: I'm sorry I can't do that OR 866 899 6190

    You: So, if I call this number and ask for "Dwayne Johnson" I will be able to verify who you are. Am I correct?

    Them: Can I speak to [name]? Arm I speaking to [name]?

    You: Look, we're going to have to end this call because you're a total stranger that has called a number (DO NOT SAY YOUR NUMBER] and you're trying to steal someone's identity. I think you're an identity thief and I'm going to report this number.

    ******Then drop the call abruptly...unless of course you want to have fun with the Indian person's mind of course which is also not bad if you just happen to be bored******

    If you do, all you need to do is repeat the questions I just gave you because there's no way out for the caller from 866 899 6190. They have just confirmed that they are NOT calling from PayPal and they have just given you a FAKE name/identity. That's illegal.

    It is indeed PayPal Smart Connect.  They may tell you the call is not coming from them but it actually is. Or, perhaps NCO Financial.  This is the new sleight-of-hand companies are pulling these days.  I know this from dealing with DirecTV/Allied Interstate a couple of years ago. One, got the threat of a call to the police.  The other, a c&d.

    I have not received a call, but a SPAM email claiming to be from GE Capital Retail bank, servicers of the Paypal SmartConnect account.  It said I was past due and had this number in the email.  

    It appears to be a scam, because I was not past due...  If not a scam, some employees at this place, perhaps high-level ones, are quite stupid.

    Apparently I got one of these calls. I don't have a pay pal account except through Ebay and it's linked to my checking account. When I called it wanted my account number. I am not aware of one. Finally got the "Enter your social so we can locate your accounts" I did so and it advised me that there is no account associated with them under my social.

    Also keep in mind, I got the vm at 7pm eastern time on a Satuday. Called back at 8:30pm eastern time and then was advised that I need to call back during normal business hours and Saturday's are until 4:30pm eastern time.

    The vm I got (which is transcribed to email. Thank you Vonage) "This is an important message from GE capital retail Bank regarding pay pal Smart connect. Please call today at 18668996190 or visit our website at PayPal.com. Our mailing address is one seventy. West election Road suite one twenty 5 Draper Utah eight four zero two zero. Thank you."

    Gotten several calls from the same idiots, no time to play with them but was recommended by my blogger buddies to get android app called "Mr. Number". Installed it and it automatically hangs up on any number you wish to block. So far, no more calls from them...

    It is illegal but in this day and age anyone can get any information they want for a price.  I am sure that collection agencies have access to that information free of cost.

    Actually it is a common practice for a collections agent to use a fake name to avoid revenge situations from the person being collected upon.  It is not illegal.  They cannot reveal the nature of the call unless you confirm that you are the person they are calling.  Your attempt at messing with this person is pitiful.  If you don't want to talk to these people either don't answer the call or hang up.  Ignorance on your part is stupid.  You should really get more information before you advise people to harass another person for doing the job for which they may only be paid a few dollars a week.

    Rude woman called yesterday to say my PayPal going into collection.  My PayPal is current.  Asked for an immediate payment and needed my routing and account #s.  I said "OK - and hung up."  Just recently tried to pay for something with PayPal on ebay :(  Called PayPal and they indicated the # is not from their office or any of their representatives.

    Considering the number on my Paypal account is my cell number, and they're calling my home number... I'm calling BS all the way around.

    While the number may be associated with a real company, spoofing calling ID information isn't in the realm of impossible these days.  I've dealt with some really interesting ones coming out Indonesia and Malaysia in the past.  The number they called from was a California are code number, the message demanded I call back on a number in the Bahamas.   After calling the original number back, I reached some teenager's cell phone.  I still feel bad for the verbal assault he took.  Thankfully I never called the Bahama number back, since it was a TOLL call without any warning.  Little digging on forums like this one set me straight on that one.

    Also it wouldn't be shocking if everyone receiving these calls had recently bought something from a less than reputable seller in say China.   They have a Paypal account name, shipping address and buyers name.  Enough information to manage to track a home phone number down if they wanted to.
