I have a business phone I get these calls all the time. And its really annoying since a lot of them use an ISP and a local area code. So I have to pick it up thinking that it might be new incoming business.

These crooks buy your phone number from the National Do Not Call List. AT&T is happier than a pig in [***], since they make money supplying phone numbers to known criminals. Our government is too lazy to put a stop to this.

These crooks get your phone numbers from the FTC and the National Do Not Call List. AT&T laughs all the way to the bank because they are making millions by providing phone numbers to these criminals. Our lawmakers own stock in AT&T so they won't put an end to this. The call is a scam in order to obtain your credit card number.

Because they get your phone number from the Do Not Call List, and from the FTC directly. AT&T is in on this by providing phone numbers to known criminals.

What you are saying makes no sense.
So, you are claiming that AT&T is responsible for the Do Not Call list.  Would you please cite the source of your information?

You further assert that At&T is making money supplying the numbers from The Do Not call List, again please site your source of  of information.

Why would criminals pay thousands of dollars for a list of hostile people, when they can use an auto-dialer that costs less than $200?

All the phone companies are to blame for this.  Should be worldwide illegal practice, subject to heavy penalties galore.
