I have a cell phone for emergencies only.  Every day i get phone calls
two or three times a day telling me to call Kohls Department store at  (888) 814-3555.
I think it a scam and don't call.

This scam seems to be back - 27 phone calls to my google voice number (which is not the number on my Kohl's account) there are not enough digits to actually be a true US phone number.

Sure there is as there are 10 digits.  3 for the area code and it does not start with a 0 or a 1, 3 for the prefix and again it does not start with a 0 or a 1, and then 4 random digits for the actual phone number.  It meets all the qualifications needed to be in the North American Numbering Plan.

This number keeps calling  saying they are Kohls but they have no reason to call me.....

The only reason that Kohl's the store would call you is if there was a problem with an order.  Collection calls would come from the bank that issues their credit card.

I would suggest that since you have no actual damages, the thousands of dollars it would cost to sustain a lawsuit might be hard for some folks to shell out...not to mention perhaps two years or more of your time wasted.

Aside from the fact that you stopped here to give 100% wrong advice to someone who posted here 15 years ago and won't ever be back to read your 100% wrong advice (thank goodness) you should learn to read and actually understand laws before opening your mouth.

Actually the law would disagree with you on "actual damages" and lawsuits like this are brought by a contingency lawyer so there are no "thousands of dollars" out of the Plaintiffs pocket.

While I suppose that it might take two years or more to get to a jury there is really no "time wasted" since they can simply go on with their life and get other things done.  It isn't like they have to stay glued to the phone waiting as that is the lawyer's job.  Plus 99% of all cases get settled before it even gets to discovery since that is extremely expensive for the Defendant's lawyer.
