FDCPA requires that if you request it, they must obtain proof of the debt FROM THE ORIGINAL CREDITOR and send it to you. No letterhead, even with account information, proves anything but that they got access to your brother's old account information.

Legitimate debt collectors send the required "g" letter within 5 days, allowing consumers to dispute and obtain validation. Nice that you know the terminology, "in stat", but then, you're a shill.

Although pretending to be a debtor, shill is trying to portray the debt as "legitimate", and "purchased", goals of the scam. The intended perceptions are woven into the story.

Legitimate debt collectors generally contact the alleged debtor directly. This scam almost always first contacts relatives or employers, even when they have contact information from recently pulling a credit report. Attempt to portray their MO as "legitimate", which is the goal of a shill.

Your number of employees. or "independent contractors" or whatever you call them, puts the size of your operation in the hundred thousand to million dollar range per month, just based on rent and phone service overhead costs. That easily meets the threshold that gets the FBI interested.
Usual procedure in wire fraud cases is to get a sealed court order authorizing a wire tap, and start collecting recorded calls.
Your most active phone numbers are public knowledge, obtainable through complaints or easily findable on the Internet, and the rest can be obtained with a subpoena to your telephone company, with no tip-off to you.
You pull credit reports, and FCRA authorizes law enforcement to get access to them also, with no indication they have pulled them, but including all the inquiry information that shows when you got them and what you got. In fact, they could ask Experian for all the credit reports YOU pulled, and you would have no clue.

Some of their names (like "HGG", registered to PMG) are just registered DBAs.
Some just appear to be "noise" variants, similar to other names they use, like "DF Group", "Maple Filing Services", or "Rockwell".
The most common "director" names across the various LLCs on corporationwiki were Lunsford and Begley.
Some of their LLCs show up owned by other LLCs, including a couple LLCs in Wyoming that apparently failed to renew their state registration.

It appears that a lot of others have been trying to follow the web of connected companies, including some false hits. It also appears that some of the managing partner information on some of the connected companies has changed compared to earlier information.

If they were buying debt, they wouldn't have so many complaints of using threats to collect on already paid accounts, or evading validation requests with BS.

A number of posts on various sites, including several from a PI looking into them, claim that Meyer is behind it all. Most of the names I have found on corporationwiki, which is presumably derived from CA Secretary of State registration information, has shown either Begley or Lunsford, or both. There is a cluster of companies attributed to a "Lowell H Meyer" in the same area.
You might contact two PIs who have looked into them, Cory at MIP, or Wayne Peterson, with Diversified Arbitration. - . replies to ?Connections with other earlier similar scams where they might have learned the ropes are unclear, although there are several debt collectors in the general area known for pulling the same scam, notably the "Shekinah" cluster (mentioned on Bud Hibb's site), including D.C. Brown (visible in older 800notes complaints and apparently also located in Corona), and apparently "Central Mitigation" (visible in recent 800notes complaints), both of the last two allegedly associated with a "David Brown" AKA "David Noble".
Their focus all along has been on access to and use of consumer credit reports. Other scam "debt collectors" (most notably CAMCO, and several in the Buffalo area) have shown the effectiveness of using consumer credit data to threaten consumers into paying unowed "debt". Older complaints on ripoffreport connect a "Jason Begley" with a "debt settlement" company, which would have given him exposure to credit report usage. A number of "debt settlement" scams (notably an operation operating out of South Florida) have used consumer credit information or credit threats to extort "fee" payments from consumers who thought they hadn't yet agreed to anything.
Rising complaint rates on 800notes indicate the ability to scale this scheme up, so on top of efficient use of "con" calls, aided by the cheap fake "process server" calls, they must have efficient acquisition of new targets.
