MJG, the Police Officers Support Association is not a charity and doesn't represent itself to be one. They're apparently part of the International Union of Police Associations, which is  a 501(c)(5) and identify irtself as a "Trade Union".

There really is no tax law requirement that a "charity" spend any set amount on its claimed charitable purpose.  The IRS litigated this issue in United Cancer Council v. Comm'r of Internal Revenue, 165 F.3d 1173 (7th Cir. 1999), and lost.  UCC spent 90% of its money on professional fund raisers, and less than 10% on its charitable mission.  The 7th Circuit ruled this was OK, as the statute required no minimum distribution.

Moral of the story:  Any charity with "veteran," "cancer," "police," is a scam.

I think your "Moral" falls a bit short.  While there are a number of legitimate charities with "veteran", "cancer" or "police" in their name, I would say that virtually ANY "charity" that cold-calls is either a scam or (for the actually legitimate charities) a very poor investment of your charitable donation money due to the large percentage the fund raisers take as a fee for their "service".  Personally, I would never give to any outfit that calls me out of the blue, even if I know that they are legitimate.  I only donate DIRECTLY to the charities of my choice and only to ones that apply a large percentage of their donations to their charitable work.

They use professional fundraiser and very little of what is raised goes to help any police officer.  Just ask them when they call.  Better to just hang up or not answer.

I didn't hear the entire phone call so I don't know if they identified themselves as the "Police Officers Support Association" at the beginning but it was a sound board type robo-call like all the others. Caller ID was "Spam?Fire Figh".

I alerted a relative who lives near Sarasota to the issue, and he reports back that the address noted for the police and firemen’s relief/support/donate, etc. is apparently robo-calling central for numerous frauds. They are inundated with all of these robo-calling frauds as well. Supposedly he filed a formal complaint with the local prosecutor, as well as the State Attorney General.
