Answers in order: Yes / It depends / If your number is private are you instantly illegal? / I don't know, you're being vague.

Caller ID can be seen in theory by people who are not the alleged debtor. Just as when leaving messages, many collection agencies choose to reveal as little as possible to avoid triggering lawsuits over privacy breaches. Caller ID is difficult to count as part of the "meaningful disclosure" the FDCPA mandates because its data transmission may be faulty.

A skip tracing collections rep is required to give a business name only on request. Not volunteering that name verbally or in the CNAM field is not violative. Presenting a false name would get the agency in trouble, and spoofing a phone number could also be painted as deceptive.

This site saw a spirited debate of the issue a few months ago.

Does not sound like anyone on here "gave them" their number, I certainly did not, that is why I check theses forums; got a call this morning from "unknown name",  I never answer and  wait for a voicemail; then check blogs like these to see if anyone else knows the origin of these calls as I am on the national "do not call list.

It is called Per Line Blocking, if they want to know what it is tell them that when you call someone you want it to show up Private or Anonymous.  I have it on my land line, in order to display the caller id info I would have to dial *82, and then the number.  On Sprint/Nextel you have to tell them this when you call and they set it in their switch.  On AT&T go to Settings Phone Number Hide my number.  When you call numbers with Privacy Manager you have to press 0 to unblock your number just for this call.

    *To Recap*

AT&T land lines you have to call them to set it up, on the cell phones you set it on your phone itself.
On Sprint and CDMA phones such as Verizon and Cricket you have call them and have them place it on your line.
T-Mobile I am not so sure.

In certain instances, you can have your CNAME listing as Private Name and display just only your phone number.  I have.

They make it rare exceptions for people with Religious Objections, Judges, Attorneys, Police, and Disabled individuals can opt out of the CNAME listing.

You have to talk to the "right people"

For Example Private Caller 210-8xx-xxxx.shows on caller ids from my phone, while the Directory listing shows Y X Smith with omitted address.

I have recieved 12 calls from this # 234-705-5878641. For the name spot it shows Unavailable but it gives rhe #. How I started recieving these countless calls is from when I posted my resume on craigslist in hoping to get a job since I haven't had one since the beginning of 2007. This one company called Top Solutions offered me a job through e-mail and they sent me a check that was over $1000 and I was supposed to wire some of the money and then keep the rest. Well then I took the check that was sent me to my bank and showed them the check I recieved and the bank teller told me it was a fraud scam check and made a copy to send to the loss prevention company and advised me to report the check to my local police department and they told me to update them if I got anymore things from that company and told me to ignore the e-mails from that company. Then after that I was getting those 12 calls from them I went to print the e-mails I later found out that those e-mails had viruses. I went back to the police department and gave them all of the e-mails I was sent and also reported about the harrassing phone calls. I never answer phone calls I don't recognize. How I know it was them they sent me an e-mail notifying me that they called me. They think I stole their money. They were the first company attempting to scam me then after that an Apple product buyer company attempted to scam me and threaten me.

After being phone stalked on and off for years I finally found out how to stop the problem. For those who are severely harassed, or stalked you may have to change your phone number. First of all I suggest you go on Federal Do Not Call List for the U.S. and the C.R.T.C Do Not Call List for Canada. It does cut down on most of the Telemarketing Calls. It's not perfect there are a fair amount of telemarketers who do not update their D.N.C.L., and break rules. Make sure you go on both countries D.N.C.L. They are both free. Otherwise, you may not get call from telemarketers in your country, but next door country's telemarketers will start calling you as telemarketers pass phone numbers back and forth across the border. It will take 6 wks. in the U.S. and 4wks. in Canada. If you find you are still being harassed get a teleblocker. There is one more thing:
If you are willing to become unlisted and change your number you will not receive telemarketer calls, or stalkers and you will not be on reverse lookup lists. All telephone companies client phone numbers, including unlisted client phone numbers are made available to the American Marketing Association, and the Canadian Marketing Association. These same lists are also available to telemarketers.
This is what you do. For the U.S. Type in American Marketing Association do not call. Go to registration to de list your name it may be up to 6wks. or longer. Wait for the time period given. Then change your phone number. You will not be on any lists. including most of all telemarketers, stalkers, reverse lookups etc.

For Canadians  Google.ca search engine The Canadian Marketing Association do not contact. Go to registration to de list wait the given time and then change your phone number. Same thing applies a as above.  I have only found out this information  recently and I will know what you are all going through so I thought I'd better get it out there.

I forgot to add to those de listing. Wait for the allotted time given. The go to your phone provider and have your phone number UNLISTED, and have your phone number changed. I know I mentioned it, but I thought I would reiterate it again.

I was getting the exact same type of calls asking me by name. I ended up having my voicemail system play back a recording of that stupid Beavis&[***] laugh. Haven't heard from them in a while. Just another batch of scumbags.
