Now (after arbitration) Wilbur and associates wants my insurance information and is offering me 3 generous options for payment.
I agree with Gunnar, since why would a Debt Collector need your Insurance info, if the other Insurance company already "hashed" it out with them? If your insurance company handled it, then you don't have to do anything more concerning your Insurance company to anyone else.
How could there even be a debt if you weren't taken to Civil Court and lost the Case? Seems to me this Debt scammer is just trying an extortion tactic.

my insurance company might still pay for it?!
Most likely they wouldn't, since most States say in the DMV handbook a Driver is responsible for maintaining control of the vehicle and be aware of their surroundings at all times. Insurance companies are subjected to fraudulent Claims all the time and unless there was proof the (uninvolved) driver was at fault for cause, then they do not pay those claims.
Example: If you swerve to miss a deer, your insurance company won't pay you for the damages to your vehicle unless it is explicitly written as a Coverage and if you hit a pole, you might be liable for the damages if the Utility Company wants to charge you. If you hit another car, your Insurance would have to cover them.

Many fraudsters try, some jump in front of a car, fall down and make Injury Claims or slam on the Brakes to get a "rear ended" fender bender claim, etc. When the Insurance company doesn't pay, it would have to go to Civil Court if the supposed "victim" wants to pursue it.

I know this is a little late, but I once caused an accident without being involved and without doing anything wrong.  At that time my house was on a very busy 2-lane street.  I stopped to wait for a break in oncoming traffic so I could turn left in to my driveway.  The car behind me stopped.  The car behind him didn't stop.  The accident happened seconds after I saw the gap I need to cross.  At the moment of impact my car was moving through that gap and was not hit.  I did have to make a statement to the police.  No one even asked to see my insurance information.  I did have to make a statement to the sheriff's deputy who responded to the call.

Learn how to spell correctly and write coherent sentences and you just might be able to make an understandable point (even if it is in reply to a three year old post).
But, I doubt you will make the effort... shills and trolls seldom do.

Wilber and associates is threatening to have my driver's license suspended for an accident that I'm at fault for (according to the police report even though I really don't feel it was my fault), I didn't have motor insurance at the time either. Can they really report me to the DMV and have my license suspended for driving without a license and being in an accident??

If you were driving without a license & caused an accident the state will suspend your driving privileges anyway.
If I were you I'd retain an attorney & be prepared to pay for damages.

I had a license, I didn't have insurance. Can they take my license? It was a typo when it said no license. It was supposed to say no insurance.

These are questions for a lawyer or the DMV in your state.

Doesn't matter.  You are asking for legal advice and no one here will or can legally give it.  You made the conscious choice to drive without insurance.  Now you are paying the price.  If you had insurance they would be handling this.  You may be able to find free or low cost legal help by calling your BAR association.  Good Luck!

If you don't have auto insurance, you don't drive...period.  I hope that in addition to losing your license, you lose your car.  If you have one, I hope you lose your house, too, although irresponsible people rarely have the wherewithal to buy a house.  Did I mention that I have zero tolerance for uninsured drivers?

Your post clearly states in the last line that you were driving without a license. Now, maybe you MEANT to say without insurance but you DID say without a license.

I never heard of the "bmv".  What agreement?  Try repeating that in proper English in a complete coherent sentence where you don't repeat yourself.
