FTC Hangs Up On “Rachel From Cardholder Services”

“At the FTC, Rachel from Cardholder Services is public enemy number one,” said FTC Chairman Jon Leibowitz. “We’re cracking down on illegal robocalls by bringing law enforcement actions and pursuing technical solutions to the problem.”

As long as this has been going on, there is a very slim chance it will stop. Sure they might nail some of them, but you can bet they won't catch them all. Crooks will still be calling our phones no matter what. The possibility that people are being scammed does not seem to faze the FTC. And here I was thinking fraud was a crime.......

    Tracking Schemers

This is just one small part of a bigger illegal scheme propagated by those who make money with every single phone call made by the autodialers.  "Rachel" is on the downstream of the bigger scheme.  Here is the best information gathered that I have seen thus far:

    https://telemarketerspam.wordpress.com/

It's a very detailed expose, but knowing this, we as the recipients of their illegal activity can help in catching and prosecuting them.

At the crux of these years worth of billions of phone calls is Pacific Telecom Communications, owned and operated by Fred Accuardi, his son and lawyer F Antone Accuardi, Steve Hamilton and several other Accuardi family members, using a Belize-registered shell company called International Telephone Corporation.  The URL provided above will provide the details of how these guys have engineered, promoted and profited from the illegal telemarketing calls that we have had to suffer through.

It's interesting to note that these people, including the lawyer son, live and work in Oregon, where so many of the telephone number exchanges originate from.

The FCC, other federal entities and some state governments are trying to stop them, but they are limited by the law that burdens the government with having to overcome the subterfuge and obfuscation erected by these people to cover up their illegal activity.  We can help.  It requires that every number gets reported every time a call is made and it requires that we contact our own state agencies.  It takes a mass of reports to show the pattern and magnitude of the illegal scheme.

    Re-posted info:

What To Do When You Get an Illegal Robocall; http://www.ftc.gov/bcp/edu/microsites/robocalls
    1.    Do Not Answer.  If you do, hang up. Do not press 1 or any other numbers to get off the list.
    2.    Consider blocking the number
    3.    Report it at http://www.fcc.gov/complaints
    4.    Report it at https://www.ftccomplaintassistant.gov
Register your phone numbers online at http://www.donotcall.gov or call (888) 382-1222 (must call from # you want removed).

The person named "Nobody" posted several URLs that contain information that are parts of the bigger scheme:
    https://800notes.com/Phone.aspx/1-701-671-9447/3

And, spread the information, because that is how we can help each other fight back, even though it will take time and persistence to stop these perpetrators.

    Is there an attorney who....
Is there any attorney who would set up a device to record and document illegal calls and sue using class action suits the perps and pay the costs out of the winnings finally making real money?  Would Clark Howard consider helping in this?   would it work?  I understand that there is no statute of limitations on fraud.
I just got a call from 2629959096 stating that according to the FBI there is a burglary  every thirty seconds or so.....  I also got so many calls from rachael ... from card holder services.  I am on the do not call list.  I want the action to start with documentation of a few calls and prosecuting them and recovering awards for the citizens.  Then referring the cases for fraud to the prosecutors for jail time.

If this does not work then the law is deeply broken I suppose!

Oh no they've NOT pulled the plug on these jerks!  I just got a call from them today.   I always request a rep, then when they come on the line, transfer them to our test tone extension (3kHz tone at the loudest volume our phone system supports).  Should make their ear ring for awhile after getting blasted with it.

As I stated in another post earlier today, I too, received yet another call from the legendary, mythical "Rachel" just today (11/07/2012) - from 415-825-6637. Nothing has, or will change.  Maybe it's the hardened cynic in me, but I KNOW that we as long-suffering recipients of these harassing calls will continue to suffer not only from the vermin scammers, but a bloated, toothless and spineless government bureaucracy that loves to praise itself with phony B.S. about "we're cracking down on violators" as well.

The reason why people still get calls from these parasites is because some people answer them, believe them and send them money for a non-existent service. Unless they are totally insane, they wouldn't robodial and call people with different numbers every single day. They are getting paid when someone falls for their lies. If they robo called people for a year and nobody picked up their calls or paid them a dime, they'll slowly rot and go back to their old jobs, ripping themselves apart. The should rot in jail till they grow old and rot in their graves.

I have received more than 100 calls some from Rachael and others.   Some say card services.  One that said Vision Telecom in Las Vegas was traced to Pakistan!   Then it was Rachael using that number.   Today I got a call from 347-896-6018 again, Card services, Rachael.    The attorney general here in Nevada said some judge dismissed the ability to stop them either in Federal court or wherever.      I have 30 blocked numbers on my phone.  all used up.   will remove the numbers for Rachael as they constantly use different numbers all the time.  They also used 407-476-5700, 407-476-5680 and god knows how many more.  I'm sick of it!

I agree Matti. Not answering the phone is not solving anything. They STILL call. Whenever a number shows up that I don't recognize I simply don't answer. But that is not stopping them from calling. They are frauds and crooks and yet the fact that people are getting scammed by them does not seem to faze the FTC. It should be a high priority to get these calls stopped. It should not take years and years.
