Called @ 8:25 a.m.; asked for *******; lots of background noise that sounds like a boiler room. I.D came up Harris & Harris. Scammer? I let  ans. mach. pick up.

This is an overseas scam operation using a US phone as intermediate connection.  They apparently rec'd my name and number from my retirement system that recently had their data base broken into!!!!!!!!!!!!!

They are a debt collector.

This number keeps calling my cell phone, but whenever I answer, nobody says anything. When I try to call back, it says the number is not a working number.

Called me several times. Reverse lookup says "debt collector" so I called them. Ended up on hold forever. Not the activities of a true debt collector that is elated you called back...

I keep getting calls from them all day but no message.  So I keep blocking their number

They just called my house asking for my mom.

calls from 312 423 7539 says my street then asks me to verify my info to him. i told him not until he verifies my info first. african american voice trys to sound intimidating and claims to be from harris and harris. could be legit could not either way you need to confirm to me who you are. never said he was a bill collector. either way this almost always happens after i signed up for google twitter or facebook. watch your privacy settings and if they ask to speak to you and you say who you are you have already verified yourself its now up to them to verify themselves either way don't give them anymore info than needed and never trust who is on the other end. if its real than have them mail thier info to you and do your research. unless you know for sure don't let them push you around

Keep getting calls from this place saying " Hi, this is Henry Hoover with Harris and Harris" when I stay on the line nothing happens. When I call back noone answers. Dont know but have read alot of negativity about them.

These folks called my office.  I don't have any business with them.  I would never do business with anyone like this even if I had a debt. The name "henry hoover" is likely not anyone's real name.  Exercise caution. Ask for a landline direct dial return number, a physical address, send a certified letter, request that a person with a first/last name, a signature, and a direct dial number respond to your query.  Legitimate people do not conduct business this way.

This is not a scam. They are the collection agency for City of Chicago parking and red light tickets. They are the ones who boot your car now when you don't pay tickets.

Then why are the calling me in NV when I have never been to Chicago?

They're not part of over sees scam operation. Harris & Harris are debt collectors. Bottom of pool, horrible practices, been fined by FTC, but still are Debt Collectors nonetheless.

A lady called and said she was Mrs. Fields, from Harris N Harris and the IRS wants to contact me for the State of Illinois for taxes owed. I don't owe any taxes.

Well that is certainly a new one.  First if the IRS wanted to contact you they would send you a letter.  They do not get involved in the collection of State taxes.  Harris and Harris is known to routinely violate all Federal and State collection laws.  But since they contacted you this is what they must now do:

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Whether they do that or not you already have an FDCPA case:

You need to send them a certified, return receipt debt validation, cease and desist calling, or "not me" letter (think of it as the best $6.47 you ever invested).  Also send it first class mail in case no one will sign for it.  Make a notion of that fact at the bottom of the letter.  You also need to report them to the proper agencies to which I have provided links to.  Then you need to go out and get a consumer lawyer to sue them on a contingency basis (no money out of your pocket) and let them pay you for the harassment.  If everyone did these three things, these crooks would be bankrupt and we would all be the richer for it.  Use these web sites to find an attorney in your state that will probably take the case on a contingency basis (no money out of your pocket up front):  http://www.consumeradvocates.org/
