Triple message, including "Carmen" only five days after their last call from a different number, even after assuring me, "...consider this your final notice..."

Yeah, I wish.

The recorded message is their usual patter (see below) but there's a pause, followed by a differently worded message on the same "lower your rate" theme. Then there's another pause, then the original voice and same message about lowering your rate is played. Finally they say "good bye" and disconnect.

Their total disregard of the Do Not Call list certainly tells us a lot about their business ethics, doesn't it?

[female voice] "This is a very important message about your current credit card accounts. This is your second and final notice to lower your credit card interest rate and payments. Press 1 now to find out the terms conditions and associated changes before the next billing cycle. Again, this is your final notice as it relates to the financial stimulus. So press 1 now to take advantage of this today."

[8 second pause, then electronic tone followed by a different voice and different message]

[other female voice] "Hello, this is Carmen at Cardholder Services calling in reference to your current credit card account. It is urgent that you contact us concerning your eligibility for lowering your interest rate. Please consider this your final notice. Press the number 1 now to speak with a live operator and lower your interest rate or press the number 3 to discontinue further services. Thank you and have a great day."
[another 8 second pause, then the original message with original female voice repeats]

They keep calling even when you press 3 like they tell you! What is wrong with stopping these peeps? How can I stop them by reports?

I have received calls from 360-322-6714, even though my number is on the Do Not Call list. I reported them to the Do Not Call FTC Complaint line, which is 888-382-1222.

This number 1 360 322 6668  they just called me and when I asked them to take me off their list not only did they say they could not but he called me honey?  I said pardon me you can;t take me off your list hes like that;s right sweetcakes, I caid Im not your sweetcakes....then he was like okay sugar T*ts.  I really believe they go way to far and now it has also become sexual harassement

It's a shame they have to be so nasty to you, but try not to take it personally. He's thumbing his nose at you because he thinks there's nothing you can do (he's overseas, using VoIP, so he's out of US jurisdiction).

Notice I said he "thinks there's nothing we can do". Actually, there is something we can all do...

It's time for you to stop  being "Harassed" when you can now become the harasser!

I use FakeNameGenerator.com to have a false identity on my browser tab, including 100% safe (but totally fake) credit card numbers. I've really irritated these scammers by giving them false identities, false addresses, and false credit card numbers when they ask. Nothing gets them so upset as when they think they have a sucker, especially after spending 10 minutes taking down your (false) name, address and credit card information, only to discover that the credit card company won't accept the number I've given them. The more time they waste trying to work with the fake credit card number is less time they're spending calling honest folks and trying to scam them!

So don't take their insults, strike back at them and waste their time. It's far more rewarding than just feeling like all you can do is wait for their calls and be taken advantage of. Turn te tables, the shoe can be on the other foot!

I just received a call from 1-360-322-6668 which was very disturbing, they actually got a hold of the few words I used to record my greeting on my cellphone and attached it to their call stating this is an important phone call concerning your credit card. I am going to find a way to report this number because they used part of my voice recording for their scam.  Also, this was the second number received within an hour time. The prior phone call came from a woman caller stating my last name and that she worked for a contractor with an energy star company.  Phone number 1-877-868-6750.  Watch out please.

This scammer calls numbers on the national do not call registry in violation of the Telephone Consumer Protection Act. They further violate the TCPA by playing a recording when the phone is answered without having an operator on the line. Their recording outlines that their scam is to give you a discount on your credit card interest - down to 1%. When you try to connect to an operator, they hang up after about three minutes of horrible hold music. This is clearly a scam. If you do get through to an operator, do not give them any personal or financial information.

calls often, message is inane and unidentifiable ... so sick of auto dials and why are these still legal???

WHY are they calling?  WHERE is the DO NOT CALL LIST?  I've received countless calls from them which I just wasn't answering.  Today was it, the last call I wanted to receive from them!   I picked up and waited for someone to talk to me about 'card services'.  I said  "I've lost count how many times you folks have called me..."  and before I could say another word, this BEE-ATCH said  "Well you'd better start counting again Honey." and hung up.  Now madder than a wet hen, I immediately called that number back.  Got a recording asking if I want my # put on their do not call list, press 1, and will take 72 hours to be in effect.  I HOPE THEY MEAN IT!!  I've so bloody had it with telemarketers and unwanted, unsolicited callers to my home.  It's constant, continual interruptions on a daily basis!   Wish I could taze them over the phone!

Let the phone ring. Did not answer. So the [***] waited 15 seconds and called back. Their robo-dialer must be sticking. Maybe someone is doing something that will grow hair on their palms while waiting for someone to answer.

Received numerous calls from this caller from numerous phone numbers.

Isn't it about time to have Phones with SPAM Settings?
If they aren't Emailing you, they are calling you with Faked caller ID Numbers and the FCC, Phone Companies and Govt does NOTHING! Why? Because COPS, FBI and Private Eyes working for Big Corp America ALSO Use this FAKE CALLER ID software, just like the Criminals that use Spyware too, Cops use the same stuff.
so as you can clearly see, there really is No Difference between Cops and Criminals.
Oh, But IF somebody calls SWAT to FLYSWAT somebody as a prank, THEN the Cops will track these people faking caller IDs because it makes THEM do Their JOB, which then they want to bill 100K bucks to the person for a 2,000 actual cost of SWAT showing up.
I Need to do what our Govt does and Block ALL calls from getting to a Human......

I think Congress and the FCC will help us. Very soon. Really. As soon as, um, uh....

No harm in asking your lawyer for guidance but very little likelihood of anyone knowing anything to do about all this except this: don't answer these calls.

Friend, don't waste time making reasonable requests, reasonable arguments, or citing common courtesy, mroality, or the law. You're dealing with none of the above. There is only one solution right now: do not answer these calls. And then do call the White House, your governor, state reps, U.S. senators and congressperson to let them know how bad it has gotten. Tell them you want them to act immediately (if you do want that). All other responses and engagement are a waste of your time and energy.
