Why not stand next to a top fuel dragster? You're required to answer in some way for that, what they care most about, regardless any noisemakers. They can still relay your number along as working and keep flooding the line with junk calls. That's not how you beat them.~I Was Prepared~JustinCase

Caller ID is Client Svcs Inc.  It is a robo call that will not provide a message unless you pick up, like I did. It is the strong-arm robo call for CitiBank leaving a message to contact CitiBank for an outstanding debt owed to Macy's or Bloomingdale's or CitiBank.  Other phone numbers are used such as 636-949-8346. Someone previously had my phone number and the debt belongs to some one else,  CitiBank said the calls would stop in 24 hours and they haven't. I've reported these phone numbers to CFPB via ftc.gov site and have been doing every day as these calls come in daily sometimes more than once. Still no resolution to the constant calls from Client Svcs In. on behalf of CitiBank

No quite legit. If they represent CapitalOne and are trying to collect, they are obligated by law to state who they are, where they are calling from, and whom they are attempting to reach. It is a violation of the FDPCA to place hang up calls, and constitutes harassment.  Their positions require no education or discernable level of intelligence,  however, ignorance and stupidity are not affirmative defenses.
They place hang up calls, because they stupidly think they can't be tracked, so you don't do what you legally have the right to do, and should do; send them a cease and desist letter to stop contacting you by phone. They are legally obligated to comply, although they try and get around it. Do not ever speak to them over the phone. Ever. If you just block the creepers, they have multiple numbers. Not only does the states Attorney Generals office need to be notified, but forceful complaints to the FTC. Serious actions need to be taken against them to reign them in, and force them to abide by the law, or simply shut them down.

Unfortunatly the CFPB is pretty useless. I learned quite a bit about them when JP MORGAN CHASE was reported for violating federal laws, including the Credit Card Act. The violations were well documented, and they, as well as the FTC as a whole took no action.

Well, have you sent Citibank a certified, return receipt "not me" letter instead of depending on someone else to solve your problem?  Or have you read and followed my post on page 2?

Ultimately it is up to the Department of Justice to actually take action.  Now, I will ask you the same thing I asked MaryR.  Have you read and used the information in my post on page 2 to solve your own problem?

I'm being threatened to be arrested and they claim to be the social security administration claim to charge me with fraud...?  The only possible connection they could have with me, is that I applied for a online loan, and had to provide personal information....I received calls from a man who threatened to have the police arrest me within a hour. Two different phone numbers...410-636-3309 and 410-636-9139. Very bold and nasty callers who also claimed to be an attorney...each time I spoke with a person, I could barely understand the broken English and heavy accent. Beware!!! Looked the numbers up on truthfinder, criminal records associated with the name/number of the con artist's....
