You probably signed up for them at some point in the past, or someone else did and randomly used your number. Periodically the magazines have to verify that their subscribers are still interested. If you tell them you aren't interested in renewing, they will stop calling.

They were informed they were tying up a business line dedicated to incoming business, no solicitation allowed - send needs via USPS
My impression was they were training (poorly) high schoolers as summer workers- Caller: "Caller ID"
