This is a scam. All correspondence from IRS will have a DLN number, which is short for Document Locator Number. These letters do not show DLN.

My mother got a letter telling her to call that number. I checked the IRS web site, and I find the number 800-830-5084 on this page: https://www.irs.gov/irm/part25/irm_25-025-006r.html So it really is the IRS.

My general practice when I get a message telling me to call some phone number is to check on the Internet if I can find that phone number on that organization's web site. If so, the letter still might be a scam of some sort, but the number is real. Well, assuming the organization is legit, but I'm pretty sure the IRS really does exist. (Sadly enough.) Be sure the web site is the real web site for that organization. Watch for mis-spellings in web site names, or unlikely names.

My favorite to date: I got an email claiming to be from the country court house informing me that I was being sued and I should open the attached file which contained documents relating to the law suit. I got suspicious when I noticed that the email contained no specific information: it just said "county court house" and not the name of my county, it had my email address but not my name, etc. But the real tip-off was the "from" address on the email: sugardaddiesgalore.com. I don't know what the email address for my local county court house is, but I really doubt that it's sugardaddiesgalore.com.

As a tax professional, the IRS never asks you to call directly. They always request that you send documents by mail or fax but never to give your info ny phone. All these people saying its legit, I feel sorry for them. This is clearly a scam.

Go to  IRS office so they can look at letter.    They told me  1 800 830 5084  is  no. To call you verify information on tax return.  Tax representative  gives you tax code I'd no.    Will ask questions based on your tax return then  you have to wait nine weeks to get refund.  That's if you filed a tax return.  If you didn't file one  someone is trying to file one and steal your money.  Let them  know you haven't filed tax return.  Your letter should also appear on IRS website.

Mad as hell at scammers replies to Mrs. H.
I think it is legit.  I was reluctant to answer most of the questions, calculating just how far is too far. with every question I answered.  Fortunately, when Mrs Georges, the woman that answered the phone number in question, got to "What is your 2017 refund amount, (to which I replied that I owed money, and was not looking for a refund), she put the call into "Fraud Alert" mode.  Of course, even that could be part of the fraud - keeping me on hold while stealing my life...
