The next day I received another call, I decided to answer, they had 4 options, the last was they reached a wrong number which I took, have not had anymore but I did let her know they called again....

She asked to verify the last 4 of my SS# I said "that's alarming if you have the last 4 of my SS#" I'm pretty sure I paid this one, I asked for a invoice sent by mail, which creditors are required by law to send.

Because it looks like a telemarketer on the caller ID, especially starting with "800-900", I often just pick up the phone briefly and say "SHUT UP!" (rudely) and hang up. Today (Wednesday, 07/06/2016), they called TWICE--once to my business number, and again to my personal number--as some telemarketers do (call both numbers). I am from Moundsville, WV, NOT PA. As for my electricity, I get it through AEP (AEP Ohio, I think).

Demand they give you their business address so you can write them a letter demanding they stop calling your number as the person they are trying to call cannot receive calls at what is now your number. - MidNYteStorm replies to BevWilliam makes an excellent point. It is unwise to publish a phone number you meant to protect in an open forum where any data harvester and scammer can find it. A species can die from lack of diversity as surely as from plague or warfare. Anyone who recalls grade school social studies or works in language instruction can tell you that language is a carrier of culture. Diversity of culture makes America stronger, not weaker, not to mention more interesting. Most of us living here are mongrels, not purebred. Every time we reject someone for being different we reject ourselves.
If any of the above are "shameful" statements, maybe we should knock down that oversized French hood ornament near Ellis Island before it fools anyone else into believing that we offer refuge to those who don't feel welcome or safe anyplace else. - Resident47 replies to Mike HawkConfirming SS numbers is a common method of qualifying a called party as an alleged debtor, making it safe to discuss the debt without fear of a lawsuit for privacy breach. Other forms of personal data are also frequently acceptable when a collection agent is pressed. Of course you're not obligated to submit to questioning.
Penn Credit is no "creditor" but a third party debt collector. Neither are "required by law to send" any "invoice" for an account assigned to a third party. The collection agency does, without prodding and early in the process, have to send an initial dunning letter summarizing the claim and your dispute rights. That's not the same as billing and not proof you owe. - Resident47 replies to John NozumDebt collectors are not telemarketers and they may call any state they like, barring the odd state AG order to keep away. Your rude method of deflection while ignoring call purposes is not invoking your rights to limit phone calls under any statute. Until you change that, you've no room to complain as unwanted calls persist.

I decided to play along so when they asked for Elizabeth ******, I said hold on. Sat quiet for about 30 seconds. Conversation then went sorta like this:
ME: She wants to know who is calling.
THEM: This is a call to collect a debt.
ME: (after short pause) She says she ain't gonna pay it.
THEM: Threaten lawsuit.
ME: She says she's been deadbeating collectors for years and y'all are really stupid for getting clients that will give her credit.
THEM: Threaten lawsuit.
ME: She says go ahead and sue...you'll never find her to serve the papers.
THEM: What is your relation to her
ME: Uh, she works for me.
THEM: What kind of business do you have and what does she do
ME: I have an Oriental Massage Parlor and I bet you can figure out just what she does here.
