I didn't actually receive a call but an email in return to an inquiry about a 2003 Jeep Wrangler in Hawaii.  Similar story...used to live here but had to move to Utah for medical reasons.  And, the low price is because he needs money for medical costs ASAP.  I've read about these scams so when he wanted money for a vehicle that had to be shipped I assumed it was a SCAM!  I googled the name he gave me (Andrew McCoy) along with the location and found this site.  The email address he sent the email from was mcoyandrewmc@gmail.com.  Has anyone had any interaction with law enforcement regarding these scams?  Just curious..  Email from him is posted below:

It has a clean title It is fully loaded, looks & runs great. Maintenance records available, never smoked in it.
Tires and brakes are in good condition.This is not a flood vehicle.
This is a garage kept vehicle. The engine on this vehicle is running properly. Absolutely no rips, dents, odors or abuse. There is no lien on it.
I recently moved in Ephraim,Utah. And the jeep is here with me. I'm selling it only for $4000 because I need money very quick for medical expenses.

I totally just got all the same bs from this guy. Looked at the 06 4runner on auto trader, checked out on carfax and everything and it was clean. Pretty effin glad i came across all these posts before i went any further. This guy tryin to scam some people.

He was quite creative with his story which states,"I was recently  promoted to the UK. The car is already packed with all the papers inside and will take 3-5 days for shipping since it's in Alexandria, Virginia."  Of course he included the eBay Buyer Protection Plan but then couldn't come up with any VIN # or other information I requested. We found this ad on Craig's List like your others. He instructed us to make the payment through Pay Pal, promising that he would even pay for the car to be shipped back after 7 days if everything did not fit his description and that Pay Pal would hold the payment until he received our approval. Thank you for posting this SCAM cutter!

My son found the exact same truck and this Mr. Ryan Greer told him the same story word for word that was told to you. I knew that it sounded to good to be true. I have tried everyway in the world to check him out and finally stumbled on him on this site by accident. Thank goodness I did!!!!!  My brother is a police officer and he had already ran the VIN number and found that it was not registered in any state that he said that it was registered in.  

I'm not sure how we have to do it but there has got to be a way that we can take him down and get him arrested and have him put under the jail instead of in jail because that is exactly where he belongs!!!!!!!!!

I almost fell for the same wine and dine! These people used craigslist add in my area for a 2006 Honda Civic 30k miles for 4900! Thanks for this site-its saved my butt. Ebay just said it was a "phishing" email trying to get information out of me. Turns out, they actually con you into sending money to the "ebay agent" via moneygram or westernunion!
