    If you have any kind of an answer machine or answering service, these pests will keep calling you because they know you have a good working number.  A couple of years ago I unplugged my answer machine, and I NEVER pick up the phone if it's a number I do not recognize.  (Most of my friends' numbers are recognizable to me.)  Anyhow, within 2 or 3 months after I unplugged ~ the calls dwindled down to a very few ~ and now after a couple of years, I rarely get any kind of scammers.  The only ones I get are the brand new robocallers, and after a few of their attempts, they give up.  I hate these jerks ~ and this is the cheapest and best way I know of to get rid of them.

    I've been doing the same thing as Arizona Cowgirl.  (I'm an Arizonian as well.)  And it works!  Takes a couple months or so but they do stop calling.  Plugged answer machine back in, then a whole new herd of scammers started calling.  Turned machine back off.  But now when they call I wait for the pause between rings, pick up hand set for half second, then hang up.  They can then listen to the dial tone.

    One searches for "call blockers".  One then obtains said call blocker and reads the directions, installs it and blocks the calls.

    I received calls from this number last evening and this afternoon.  We have a new phone number since we recently moved.  Both callers asked for a specific person.  When I told them that this number was new to us, neither tried to sell me anything or survey me.  Both were polite.  I googled the person they said they were calling and she did have this phone number recently.  If we receive another call from this number I will block it.

    We continually get calls from this number all hours of the day and night. We don't answer as its no one we know,   but its so annoying that these morons can continue to harass whenever they want.  We have reported this number along with others to the FCC,  and our local authorities as we have been advised its a SCAM

    Received call from 855-836-5802 at 6:42pm on May 9, 2018. Caller ID read: "Institute Voter". No message left. I never answer calls I don't recognize. We have an unlisted number so I know everyone who calls us since we're the ones giving out our number to only a few.

    Cannot block because as a Cox customer, they only allow 31 numbers to be blocked then I usually have to delete them all & start anew. Usually fills up within a couple of weeks again. Wish they had unlimited blocking.

    My home phone rang within a half a minute after a call to my cell phone.  The cell phone number was a "neighbor" scam number - 928-899-9393 (Prescott, AZ), and unknown to me.  My home phone is on an answering machine and my phone ringers are turned off.  I don't have a "call from" service, so I just have a quick answer message to callers to leave a message and I'll get back to them.....  All MY REAL NEIGHBORS (friends and family and business contacts) are familiar with this set-up and known to start talking and we'll pick up  -- unless we don't recognize them or are not available.

    Since this call came on the heels of my cell phone bogus neighbor, I assumed they were the same people and was curious to find out who was calling.  I did a *69....  My next home phone statement will be a couple bucks or so higher, but at least now I have a number to forward to the state AG and/or Do Not Call Feds in the hopes that they will do something to stop all these worthless scam calls.  Alas, I have my doubts .....

    Always thought 800 numbers were for customers to call businesses, not the other way around.  CID said "Institute Voter", no message lelft.  I never answer the phone unless I know who's calling.  Sure signs of a SCAMMER.  Ignored.

    ID comes up institutevoter--called back to see who would pick up---looking for opinions.  I just hung up--They do not leave a message.

    Another call from this number 3 minutes after a call from "Direct Sat TV Existing Cust" scam number 800-531-5000. Typical trick, if you don't answer the first call, maybe you'll answer the second one.  Again, toll free numbers are for you to call the business, not the other way around.  Any time you get a call from a toll free number, you can be assured it's a SCAM.  Ignored.
