That doesn't mean all calls from this number are from the BMO fraud department. Scammers frequently spoof legitimate phone numbers.

They also called me today, but I do not have a BMO credit card. I found the number is VoIP but no information on who is registered to the number (it is in the USA). So I assume it is scam.

866 is a toll free number and can exist in Canada as well so how do you know what country it is in?  Also, what if the number were spoofed?  Then what country would it be in?

866 is a toll free number and while it can belong to a business or government phone in New York it is available for use anywhere in the North American Numbering Plan which includes all of the US and Canada as well as some islands in the Caribbean.  I don't know where you got the idea that this is from New York or that you should only get phone calls from where you live and pay taxes.

The point is, that even though a valid number belonging to BMO, the number can be spoofed.  It is in your best interest to verify that such a call came from BMO by calling the number on your bank card or credit card.  If it was, in fact, BMO trying to reach you, you will be directed to the correct department.  Most bank and CC fraud departments will instruct you to do so.  Better safe than sorry.

It was.  BMO never has a robotic voice that answers the phone.  I asl checked the number before I blocked my number to call it.  The BMO number doesn't match the number they called from.  Welcome to Cyber Security Awareness Month.  No, really! October is Cyber Security Awareness Month
