Based on the many comments I have read on this board it appears to be a third party affiliated with some bank. If anyone is not interested in getting a credit card or whatever they are pushing just do not answer this number - that is what I do. They NEVER leave a message.

even individuals in the IRS in Boston is getting calls saying they owe money and pay-up or they will be arrested.
They have scammed hundreds across the US out of $26.5 million, which is an estimated figure. Why or how people
