One, Lone hasn't been around for YEARS.
Two, Since when do criminals care what the government does? That there should answer both your questions

I believe that is one of a number of country codes that signify the call was made from somewhere outside the U.S.  +11 means the call originated in the country of Brazil. Each country has a different country code. In the U.S., our country code is +1, which is why you dial 1-xxx-xxx-xxxx to make a long-distance phone call here. I hope this info helps, NC Grump.

NCGrump posted their concern 8 years ago and its doubtful they will ever read your reply. Had you continued reading beyond the first post, you would have known the same reply you made, had also been made 8 years ago.

011 is the dial-out prefix for international calls FROM the US to foreign countries.  The next 2 digits specify which country you are calling.

You might consider a challenge-response type call blocker.  Wanted callers can dial through to ring the device and be added to the whitelist.  On subsequent calls, whitelisted callers are passed through the device like a normal call.  You can also populate the whitelist by hand, so previously known wanted callers never encounter anything different.  In nearly five years of having one of these, no scam callers have dialed through to me.  Not a single one.  I suspect that telecriminals have figured out that someone with a challenge-response call blocker knows their games, and won't succumb to their scam anyway, so it's a waste of their time to try.

I would suggest calling your phone company and asking if they can block incoming international numbers for you, unless of course you have relations over seas.

Date: 7/25/2019...Time: 2:04 p.m. afternoon. Received a call from this phone number 011-317-5251 UNKNOWN CALLER.  The person on the other end of the phone was wanting to sell "Traveling expense...." and I just hung up the pone.  From the area code I take it was from another country & not USA.

I got calls these weeks from 356, 354, 234, 2442. I cannot report them to DO not CALL because got notification, the number is wrong. The telemarketing criminals became more inventive.
I called T-mobile and to block calls is not for free. They have monthly fee for this service.
It looks the only option is apps for blocking these callers, but noting is 100% effective, because the same business may change their number on daily basis.

The other option is to set up a distinctive ring for all callers on your contact list, and no ring for others.  Legit callers will leave a message, and you won't be disturbed by telecriminal calls.

I received this +011 10 minutes ago..no message and with a number this I would answer it anyway. I don't answer unless I know the phone number or the ID.  I have an ID blocker so that makes it good.
