I have received constant calls from a scam agency is all I can call them, since the same scam is coming from 13 numbers stating the same scam about receiving up to $10,000.00 from our Federal government, that I do not have to pay back. The 1st number was from an international number 011-56-288-885129 - that obviously started in Chile since the Int'l area code is listed as Chile.. AND I have 12 more different numbers from the USA with the same scam and the same sounding accent from different people. Look out for these numbers, it appears they are desperate and keep calling, and are now threatening me for abusing them because I told the one that this whole scenario is BS and to stop calling me. The numbers are these, as I received them.. Some have called more than 5x each. 202-8603406, 218-3802142, 231-7885125, 262-5836518, 646-3502484, 315-5149633, 561-2570373, 278-37475** (last two numbers were not listed just these stars instead) the rest of listing are 634-7526591, 217-4509605, 646-8898212..

I have received many calls from + 011 and when I try to block the number it shuts down my contact app will not allow me to block it. What's up with that?
Just as well you did not answer, as this definitely appears to be a scam caller, although not necessarily from Russia. The "Russia" or "Russia calling" (hard to tell which from your post) was probably provided by your phone provider based on it looking like an international number. It is doubtful that a scammer would insert this as their Caller ID name since most recipients would react as you did and not answer.
You could not call this number and expect to reach a working number in Russia. Firstly, it is 1 digit short of the 10 digits needed to dial internationally to a Russian phone number. Secondly, the first digit (1) of what should be the area code is a reserved digit not used for area codes. Russia uses a series of three-digit numbers all starting with "1" for various special services (Fire, Police, Ambulance, Directory Services, etc.), but 144 is not one of those three-digit numbers.
If the displayed number reflects the true calling number at all, then it most likely would be the US number 714-406-1690 (California) which was being reported as a possible scam number with callers claiming that they were with PG&E.
One, that "explanation" was posted 7 years ago by someone who will most likely never return to see your reply. Two, if you read more than just that page of posts you will see calls such as this are from a variety of scammers, not just someone trying to sign you up for debt settlement.

Receive at least six calls every morning form the following international number: +43 5688 5508. Verizon claims they cannot trace the number, but google tells me the country code is Belgium (and possibly ties it to some research organization). I wouldn't jump to "Russian"- connected info collection, but can't imagine someone trying to sell me something from Belgium. Since, this doesn't appear to be a random action (for a typical, telemarketing/scam, I would like to know if anyone has any info or experience with this. I answered once, and got some mumbling/shuffling and then disconnect. When I tried to call, it says call cannot be completed. Thanks.

Just received a call from 0114167931170 fifteen minutes ago telling me, in a foreign accent that I have a very important letter I haven't picked up yet at Canada Post. If that was the case, then Canada Post would have sent me a notification by mail, lol! The caller was a female voice who then immediately started rambling off in Chinese. I hung up! I won't be answering that number again!! I also received a call last week from a local number, Indian accent so heavy I told him I couldn't understand him & asked what place he was calling from. He then said, "I have your daughter & I'm doing things with her." I immediately hung up & called my daughter to make sure she was ok, she was. I looked up the number & it was a landline with a valid street address. I took this information to the police department & the officer said it was likely a scam, calling from India & they were probably trying to get money from me, but I hung up too soon. He called the number & it was not in service. He then said there is an app you can get, where you can input any number to make it appear it's a valid number. Watch out for those scams, these people are sick!!! Go out & actually get a job instead of sitting on your phone trying to take other people's hard earned money!!!
