"Rachel" from Card Services
- toby| 11 repliesI recently received a robocall from "Rachel"--about the millionth, I suspect-- offering to "reduce my credit rate." (Needless to say, I'm on the DNC.) The spoofed number they used this time was 253-382-9903. While searching the number here on 800Notes, I came across a great post by Billy Goates earlier today. In it he references a webblog, "On the Spot" by Michael Jones who presents an excellent four-part analysis of just who "Rachel" is, who is behind her, and what the government is doing about it. For anyone plagued by these endless calls--I suspect anyone with a phone--it is a very informative read. Thanks to Bill Goates and Michael Jones. Mike's article:

I have received more than 150 (I have them documented) calls from these scum sucking criminals. I have filed more that 50 complaints with the FTC however due to the fact that they hide behind spoofed numbers I doubt that they will ever stop any of them. They ask for up front fees and charge your credit card without performing any services.
A special thanks to a reply from MGD at dslreports.com which gives great insight as well:
"Some on your list have already been the subject of FTC action, such as Roy M. Cox of Castle Rock Capital Management. Not surprisingly, many are habitual repeat offenders, and are the subject of multiple FTC actions. FTC action is grossly inadequate in these cases. The millions of unsolicited "Heather" "Rachel" et all, Card Services robo calls will not begin to subside until these criminals are charged with Federal Felonies, are convicted and subjected to significant jail time.
Civil action by the FTC against such criminals is totally ineffective. All of those involved know that they are violating FTC regulations. The FTC prohibits unsolicited calls for any kind of debt / interest rate reductions which require up front fees, period, and that is what these robo calls are about. The FTC civil actions have been nothing more than whack-a-mole interference. Which is why numerous individuals are the subject of repeated actions, despite signing prior agreements that prohibit future involvement. The FTC levies huge fines, then rescinds them based on inability to pay. The FTC settles for the minimal cash on hand, and enjoins them from future "telemarketing". The criminals sign off, then go right back to business. The entire operations are clearly criminal, intent to defraud, etc, and should be dealt with in criminal court and not by civil actions.
The banking system is also at fault here, without merchant accounts and ACH processing these criminals could not collect the scammed funds. Though the criminals use obfuscation, layered corporations, multiple bank accounts and offshore stashing, patterns of obvious fraudulent activity become apparent after a short time.
If you are interested in obtaining useful tracking information on the callers, I suggest another angle in the conversations. Act very interested in the rate reduction scam, as you have multiple high interest cards with large balances. Tell them that you don't give out card numbers in response to unsolicited calls. However, tell them that if they provide you with a verifiable number that you will then call them back and provide the info.
Since many of the operatives work on commission they will provide direct contact numbers if they believe you are serious about completing the deal. Verified return phone numbers are an excellent tool in tracking the people behind the operations.
Many of the inbound robo call numbers are spoofed, as most of the bolierhouses, both off and on shore, are using Voip SIP Trunks services. Throwaway DID numbers are also used. Some of the robocalling is operated by the end use scammers directly. Others are contract services who earn a referral fee once you are transferred to the scammers.
In a follow up post I will document one group associated with the Rachel "Card Services" and the pond scum, including a lawyer behind one of the operations. Follow the money ..... track the recipients ... and take a close look at the processors and banks involved." - Rachel fan| 1 replyThanks for this information. I get these calls all the time. Now I know for sure they aren't honest.

these idiots call me everyday as ANN or RACHEL I gave them a phoney credit card number and they put me thru to a 'real' person and number instead of the spoof number you can't trace.
ENJOY!!!!!!!!!!!!!!!!! - PaybackOn the bright side I called back a working number of Rachel and the little pest that answered it got tired and blocked me, whatever goes around comes around. Now they know how it feels to get called over and over again.

- JoeyInfo about Asia Pacfic, Pacific Telecom, and Stepehn (Steve) Hamilton are easy to find online. Try popehat.com and ripoffreports.com and others.
- PaybackOfcourse, and the slaves that change area codes and spoof numbers aren't willing to admit that that their master set it up and they refuse reveal their masters names. If they aren't caught, Karma will get em and put a tight leash on their necks and trust me they won't be enjoying it. Till then let them play their chicken games.
- joe replies to FTCIf you read the FTC's self-promoting piece of crap, you'll see that this is the same company that was "shut down" recently for making massive numbers of telemarketing calls about auto warranties. At least the FTC claimed that they shut them down! Obviously they're still in business and are still using the same mass-calling techniques. They only thing that has changed in the name of their company and now they're selling "debt-relief"! It's time that FTC and the government starting putting people in jail for LONG periods for this type activity! Considering the time and costs to the MILLIONS of people that receive these calls jail time would be fully justified!
- PaybackI wouldn't be suprised if fake charity outfits were involved in this scam as well. These numbnuts are a predictable bunch even if they change accents or slaves.
- OperatorRJI just came across this article on NBCNews.com

- David replies to Rachel fanGo to ftc.gov, they have a Robocalls web page. And there is going to be some kind of "Robocall Rachel" summit in October. Maybe everybody should send their complaint info in, and show up too. Look at that story on NBCnews.com, originally on the Today show, really good to see that. Maybe all the robocall victims can get together real loud, make a noise.
- NoEarDrums| 2 repliesthe only solution is a boat horn... those cans of compressed air with a horn attached (get them at any boating supply store).
we were getting dozens of scam calls at our phones every weekday... starting at 6 AM, and not ending until close to 9 PM.
I finally got tired of the interuptions, they annoyance, and dealing with the rude [***] who make these calls.
so now, if it's a scam caller on the line or a robo-call (press "1" to speak to a representative), we blast them with the air horn.
it really, really, really pisses them off - but it's very effective. rarely do we get another call from the same number / ID.
I guess deaf [***] can't operate the telephone very well.... maybe if we deafen enough of them, the problem will go away.
these are criminals, and they know full well that what they are doing is illegal. I have absolutely no reservations blowing the eardrums out of these scumballs.
