Individuals can let such calls go to voice mail; no voice mail means the call was not legitimate. Businesses that rely on consumer sales cannot do this; the people who answer the phone have to be trained to recognize fake calls and simply hang up before providing any substantive information.

blocking a number makes little sense since they change and spoof the numbers every day -

Sure it makes sense. Just get a call blocker that lets you block entire area codes.

That's why blockers come with more than one slot.
Failure to block is masochistic and insane.

I've had ENOUGH!! These calls started coming in sometime last year, &it's like every week there's a new number! At first, when I called the number back, it was a dead line...but now, it says it's the "vehicle processing center"...which is a load of [***]...as I don't even have a vehicle in MY NAME!! They'll say something like " There's a problem with the warranty"....yeah....ok. So far I have blocked 29 numbers!!!...&they just keep coming...

Here's a clue: if they are calling you in violation of the do-not-call (DNC) list, and they don't identify themselves on the caller ID, and they never leave a message on your voicemail/answer machine, then YES, it's a scam. At BEST, you'll get mediocre service at inflated prices. At WORST, they'll take you money and you'll never get any service.
Whenever I've gotten a cold-call from someone saying "Have I got a deal for you!", it's NEVER been a GOOD deal for me. If a company has great quality and fair prices, they DON"T need to cold-call people to try to make sales.

Do you mean on this site, or with an eye to trying to take legal measures?
Here is link to some info on this site:  https://800notes.com/arts/where-to-report-phone-crime
If you want to go after the callers for TCPA violations with the calls, that might be possible, but it will take some work on your part.  Start with a google search on TCPA suits.  You need to document the calls and to nail down who the callers are and where, physically, they are located.  Those steps will not be easy, these are crooks and they will not want to help you put them in front of a judge.

Totally agree, the scammers are always using spoofed numbers so it is practically impossible to track them down unless you have superior network analysis skills and a lot of free time. I have called back some of these numbers to see what happens and I mostly get "the number you have called is a non-working number" meaning it was 100% spoofed.

'  "the number you have called is a non-working number" meaning it was 100% spoofed. '

Not true. Google Voice (and probably many other VOIP TSPs) allow a block list to give similar messages when a client's number is called.

    Block someone
When you block a phone number in Google Voice:
When the number calls you, the person will hear a "Number not in service" message

And some businesses have phone lines that are only for outbound calls; they reject all incoming calls.
Some still-existing payphones also block inbound calls to discourage criminals from using the phones.

I continue to get these call for my father who died 8 years ago in a fatal car accident plus they also use USPS to send a large number of letters about the same thing. Recently I have received calls from 614-347-3793, 209-280-1877, 203-529-8954 plus numerous calls I did not answer which left no message. Many of the calls refer to mail which they said they sent so this fraud goes beyond just the phone calls.

    Here are a list of numbers they have called me from;

    513-443-5280, 513-214-0006, 513-644-3196, 513-896-0030, 513-457-6019, 513-457-6019, 442-201-1924, 513-847-2034, 669-202-3152, 513-835-8429, 513-712-9726, 877-936-4336, 513-717-7009, 512-823-4000

They have called me hundreds of times, and no matter how many times I block their numbers they still call. I have told them each time I have answered to remove me from the call lists, but to no avail. A few days ago they called me, and I asked for their company name and the indian lady kept saying "the vehicle processing center". So I asked where they were located and she said "I cannot give out our location, but you can call our headquarters in California". I am working on figuring out what the company is actually called so that I can sue them for harassment.

You might want to invest in a call bucket l blocker that allows you to block entire area codes.
