Make up a fake car, and get a quote, the find out who is underwriting the policy. That's who you want to register a complaint for. The name the caller gives you is likely bogus, and the phone number is likely spoofed. However, they can't hide as well when they are trying to close the sale without scaring off actual customers.

As of late, all the car warranty calls I've gotten have been trying to sell me a SunPath warranty. The callers claim to be independent brokers, but they only sell SunPath. This is likely a ruse, in my opinion, in order so SunPath can claim (from their BBB response) "Our office does not engage in telephone solicitations or sales".
