The government does not offer grants to individuals for personal use.
It is a scam ran by off shore con artists to trick you into sending unrecoverable money to them.
They will say you need to get prepaid money cards, like Green Dot and load them with you own money or to wire transfer funds via companies like Western Union for fees or tax. Once you give the details from the card to the scammer, they clean out the card. Once you wire transfer money, you can not recover it.
You loose your money, you get nothing.
The only legitimate avenue for government grants is through www.grants.gov which is the official US government web site for grants.

Also she ask to transfer the money thru moneygram, western union to the person she mention.

I got 4 calls in a period of 3 hours! I play with them cause they tell me I got selected cause I'm not a criminal and pay my taxes. So I tell them I just got out of prison after serving 10 years. When they call back I just speak German and cuss them out and laugh at there stupid responses!

I stopped him and said, "Hold on, are you even listening to me? I asked you who this was!" He sounded very confused, asked someone who I'm assuming was beside him a question in another language and then proceeded to hang up.

I told him to go ahead, and he got madder, and said that he was going to keep calling me and make my life a living hell. So far in the last 15 minutes, I have rec'd 3 calls that I have not answered, but I see the caller ID. He also didn't like that I told him to learn how to speak ENGLISH.
