to be taken against these scammers. Better to block the number with some of the devices mentioned in comments

Unfortunately, the DNC list was envisioned to stop ALL calls, including political, non-profit (real or not), or surveys (real or not). The "holes" in the DNC list, including lack of enforcement and funds, are the result of the 108th Republican dominated Congress and George Bush who built the "holes" in and under-funded enforcement.
Scammers will violate the DNC list because, ...well, they're scammers and do not obey the law.
Want to stop the calls? Elect Representatives and Senators who are in favor of regulating businesses that, obviously require regulation, including phone carriers who supply the lines to scam telemarketers.

LingusSince it has been determined that the Caller ID is spoofed, there is absolutely no reason to presume the call came from New York (212 area code), much less a "carpetbagger".
Considering independent research by "concerned citizens" and actions taken by the FTC, it appears that the majority of telemarketers originating these calls are from southern "red states", and AZ in particular.
Historically, these states have the lowest education standards and highest levels of "low education" citizens.
