It is incumbent upon them to prove that the debt exists and that you owe it. Not the other way around. If you paid the fine, then you should have a receipt for it from the courthouse, which is all the proof you need.
Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt. It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes. The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

A lot of serious complaints about this group. Seems they don't do a good job of contacting the right people even if they have been contracted by local governments to collect fees. And apparently when given all the personal information they need. Could be they are using a shotgun approach--send out letters to anyone who might have the same name as the party they are looking for and see who responds. A lot of governmental agencies use GILA.

If we have any legal matter (none that we know of), aren't we supposed to receive a letter, a certified one? Phone calls are not dependable - whoever has this legal matter could have given them a wrong no.?

- AnonymThe company I work for gets calls numerous times a day from this place. Our phone lines are set up where if one line is busy the call rolls to the next available line. We have so many phone numbers I don't even know what they all are. I have tried to give this company the numbers that I do know, including our MAIN phone number which is the number everyone gives out that works here. They insist that they don't find any of the numbers that I give them in their system so there is no way for them to stop the ROBOCALLS. The recording doesn't give the name of who they are looking for so we have NO IDEA who to let them speak with. I did speak with RAMON OBENA at Municipal Services Bureau today, and informed him they better figure out a way to make the calls stop or figure out who they are looking for when they call or I would be reporting them to the FTC.

- No nameThis is a ligit company that takes all kinds of old forgotten debts and tries to convince (fool) people that they need to pay up. They are bottom feeders looking to get some fool to pay them for a debt they purchased from the original creditor but never was able to collect. If they collect any money they keep it. Most likely they paid pennies on the dollar for the debt. It's an old debt that was written off as a loss and sold to someone else. They use a robo caller cause it's cheaper than a real person. Make sense?
