If you are targeted by these criminals, be sure to report them to all the following federal and state law enforcement agencies (most of which you can do online or over the phone):
1. The U.S. Secret Service is responsible for protecting the country's financial infrastructure and payment systems from international and domestic threats. Call or write your local Secret Service field office to alert them to the details of this attempted extortion. The addresses and phone numbers for the local Secret Service field offices are listed at http://www.secretservice.gov/field_offices.shtml or in your phone book.
2. Alert the FBI at https://tips.fbi.gov Be sure to tell the FBI that you are being targeted by extortionists over the phone. And if the crooks claim to be law enforcement or lawyers, officers of the court or bankers, be sure to include that information in your report.
3. File a complaint with your local police. Most police departments will take a report over the phone. Be sure to tell them that you're being targeted by an extortionist and give them all the details.
4. File a complaint your state's attorney general, the contact information for whom is at www.wvago.gov
5. File a complaint online with The Federal Trade Commission at https://www.ftccomplaintassistant.gov/FTC_Wizard.aspx?Lang=en
If these crooks call back, promise them nothing, pay them nothing and tell them nothing other than that you know they're a scam and that you've reported them to law enforcement. (And be sure to report them to all the agencies above each time they call you.)
By the way, here's just a small sample of numbers used by this particular group of scammers. Read the reports and you'll see the same pattern time and again -- phony organization names, thick foreign accents, and oddly worded threats that are so melodramatic and ridiculous that it's laughable:

Scam alert: Bogus debt collectors
By Leslie McFadden • Bankrate.com
Monday, Aug. 3
Posted 2 p.m.
Bankrate reporter Leslie McFadden contributed this entry.
This scam isn't technically about credit cards, but it is scary enough to post a warning. The Better Business Bureau issued an alert today saying consumers across the country are getting phone calls from bogus debt collectors claiming default on a payday loan. Of course, the consumer needs to pay a large fee to avoid arrest -- as much as $1,000.
The caller poses as a lawyer, and may threaten extradition to face trial if the consumer doesn't pay up immediately.
What makes these calls alarming -- and perhaps convincing -- is that the perpetrators reference the consumer's personal information, such as the person's Social Security number, driver's license number, previous bank account numbers, home address -- even personal references.
"The amount of information they have is really troubling," says BBB spokeswoman Alison Southwick. She adds that the amount of data points to a possible security breach.
Spread the word to your friends and family: Don't give out personal or financial information to an unknown caller. Scammers can spoof Caller ID to display different numbers, so trust your instincts over technology.
The BBB offers these tips:
• Ask the debt collector to provide official documentation which substantiates the debt.
• Do not provide or confirm any bank account, credit card or other personal information over the phone until you have confirmed the legitimacy of the call.
• File a complaint with the Federal Trade Commission online if the caller is abusive, uses threats or otherwise violates federal telemarketing laws or the Fair Debt Collection Practices Act.
• File a complaint with the Better Business Bureau online if you believe a debt collector is trying to scam you. - Sam the Sham replies to Elvine BurisBoggles the imagination.....

- Misty replies to Sherrie AnnNice english Sherrie...scammer we are not that stupid get a life and a real job instead of trying to rip innocent people off.
- Misty replies to Elvine BurisWow are you an idiot do you really think we believe you? Scammer go crawl back under the rock you came from I'm really sick of you animals.
- SCAM PLEASE BE AWARE replies to bewildered| 1 replyI have and as well as three members of my family have taken calls from this man. (Steve Martin) He proceeds to cuss and threaten me and members of my family that they will be put in jail if debt was not paid. He said he has multiple family members Social Security numbers and will not stop calling. He says the "F" word and screams and upon request when I called him back he proceeded to go on about a debt and I responded: "How much do I owe your company and where may I send payment if I see that this debt to be true and correct?” I then asked him three times where I may send payment and he responded only by debit card; it is $410". "I then said how can you tell me my debt without asking me my name (I blocked my call and used Skype to ensure my security) he then said well what is your brother’s name and I can pull the record. I asked again for his company address and I will check my records if I in fact have a debt but he then changed his voice with voice over, as he has done many of times, with my mother and brother. This is scary and causes lot of concern for me and my family. I am message after a Google search for the number he calls from. It is only recently he is calling from a USA number, usually it is a 0001 or un-recognizable number. Has this happened to you? Please beware!
- Sherrie AnnI am the original Sherrie Ann. I have been trying to help people on the Harassing Calls from a Debt Collector site for a couple of years and I just wanted to make it known that I did not post this on this site. Another poster obviously using my name posted this on here. Never would I tell someone to settle with these scammers or face the consequences. My advise is to demand validation of debt and not to talk to these people on the phone or pay a dime to these scammers.
To whomever the loser is that posted under my name- nice try numnuts, but people are not stupid enough to pay scammers for debts that are not theirs or were paid off years ago. If anyone would like to read any of MY posts, I can be found on the Harassing Calls from a debt collector site. I haven't posted in quite a while, because I have been busy working and taking care of a sick family member. - the REAL Sherrie Ann replies to Sherrie AnnListen you damn scam artist- who the hell do you think you are using my name and trying to post to make it look like I wrote it? Anyone who has read my past posts on the Harassing Calls from a Debt Collector site would know that there is no way that I would advise anyone to settle with these crooks. I am now onto you and will make it well known that I would never advise anyone to pay a dime to these crooks and to file complaints with the FTC, and AG in their state. Also, anyone who receives a phone call from these crooks should DEMAND VALIDATION OF DEBT AND NOT PAY A DAMN DIME IF THE CROOKS CANNOT PROVIDE IT, WHICH THEY CAN'T. so, nice try stupid, but your little scam is not going to work.
- Bewildered replies to SCAM PLEASE BE AWAREOh yeah I can relate! I never answered their calls. I got voicemails from two different "Indian" accent men. Clearly they were reading from a script - their voicemails were totally identical. You can tell they were reading. Anyway, after weeks of ignoring, they left voicemails being really "nice". Like, please call back at your earliest convenience. Thank you and have a nice day". Finally, after 2 or 3 calls from each of them, they stopped altogether. Apparently, they decided to move onto other targets. I reported their phone numbers to the Attorney General's Office and the FBI. You should do the same. Also, Entertainment Tonight had a segment on Friday about this identical thing.
