Under the fair credit protection act they can call whomever they want to in an attempt to collect their money.  This includes neighbors, employers and family.  If you don't want a debt collector calling other people in an attempt to find you and collect their money you have to get that person (neighbor, employer, family member etc) to tell them not to call them anymore, until they do everyone is "fair game".

Started receiving 2 calls a day from the Professional Bureau of Collections however they never state the name of the company or reason for calling. They send out fictitious letters stating you are behind on your payments on the letterhead ofthe company you have the credit with however the phone number provided for the contact is not to the credit card company but to the collection agency. They will call everyone in your family, friends,  & neighbors. Report any calls right away to the Federal Trade commission. Please STOP calling me!!
The collection agency has to provide proof of any outstanding debt therefore proceed with caution before agreeing to
a settlement. You may may also have the file closed if no supporting documentation is obtained without prejudice so they
    can never harass you again.

I have a paypal account and a small line of credit, less then 60$, which I'm paying on. So its not them, must be from my Amazon or Regions. Two loans I do have out with and could not pay back in a "timely" manner because I lost my job.

It's FRAUD! For Pete's sake people. Let's make it easy...a debtor or collector will:
1: Introduce themselves by name and tell you on who's behalf they represent.
2: If they have to ask you to fill in their blanks, they are fishing for you info for fraudulent reasons
3: Will leave you a full voice mail with contact info and company name
4: Will already have your info an will have probably sent you mail indicating attempt to collect a debt.
    * the list goes on

    - it's tax season - scammers love this time of year
    - know who you owe money to and even if you can't pay them at least keep in touch and verify that they still hold your account for when you can.
    - scammers love senior citizens and young people that probably don't have a great handle on their finances
    - watch your own back and if it seems fishy....it almost always is
    - don't call the suspicious people back - then they know they're using the right "bait" - (fishing)
    - use common sense above all else....

They just started calling me recently. They never leave a message. There are no delinquent accounts or accounts in collections on my credit reports.  So I have no idea why they're calling. I wish they'd stop.

Usually, they leave no messages when they call at various times of the day, typically disconnecting when the answering machine starts.  On two occasions, a message was left.  I don't answer the phone and don't call anyone back.

The answering machine message claims to be from the Professional Bureau of Collections in Maryland, Inc., that this number should be called back, and that they are allegedly a debt collector.  It don't ask for anyone in particular.  Whitepages lists the number as "Suspected Spam".

This seems to be a DC that like to violate federal and sate collection laws.  They have been sued a multitude of times.  However, since they left a message, they were required to do this:

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.

Since they didn't, you now have a cause of action against them for the harassment.
