Oh, I get it -- they call from -1380, -1381, and -1382. They often leave a dopey-sounding robo message with some idiot robot telling  us that "so and so" should call them....the way the stupid thing pronounces the name of the person makes us laugh, and we always hang up , so did not know it was debt collector.

They have been calling me once a day for the last week or so with the Penn Credit ID. I don't owe anybody anything, so I have not responded to the robo messages. Thanks to all who have posted here on the true nature of these calls.

They call more often now, and twice day sometimes. Sometimes they leave a message that starts somewhere in the middle, with some guy saying something about "no discernable response, " or some such thing. One day they started with "press 2," and went on to things that would lead to pressing 3 and 4....Pests. Send me a letter.

You may have to send them a cease and desist request by certified mail, return receipt requested.   If they don't stop calling you, you might have to institute legal action.

PENN CREDIT AND COLLECTIONS ALSO GOES BY PENN CREDIT CORPORATION.
Alternate Business names:  C.C.C., CENTRAL CREDIT CONTROL, DEGARCIA, DONALD C. DONAGHER, JR.
They are known to be rude (especially someone named Jennifer who lies as well), and to attempt to collect debts after they were asked to validate them but did not.

Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days receipt of the letter and if you do so, all collection activity must be stopped until the debt is verified.
Read up on your rights here, get template letters to send and also make a complaint at this government site:  http://www.consumerfinance.gov/

Consider a call blocker and do not pick up on call numbers you do not recognize.  See the other notes.

Consider sending them a cease and desist letter.  This should be by US mail, return receipt requested.

The FCC will not take a complaint regarding any phone scammer who robodials your number then neither leave any message nor talks.  The State of NJ has made it harder to file complaints about DNC violations unless the complainant is able to drill down to the complaint form (found thru www.njconsumeraffairs.gov/telemarketers) and fill it out, then mail it in – all at your cost!

Roborectums know all that thus our elected legislators have basically blessed them to continue to annoy us.  Not to mention that when the caller realizes he/she/it has been blocked, they either get a new number to call from or spoof another (many times an innocent) number.

To make things even worse, all phone providers profit by providing service to these scammers and won’t shut them down as it would be lost income for every phone provider who is aiding and abetting the illicit activity scammer.

Every phone provider easily knows these roboterrorists utilize their services just by monitoring the bandwidth and frequency of calls made from a single source.  We, the recipients, are all victims of this crime and it’s high time to fight back – so if you actually talk to a human, identify them by asking for their address so you can send them a check, and then hang up.  Use their mailing address on every postage paid postcard you find in magazines offering free insurance estimates, travel, magazine samples, etc.  On the up side - this will help reduce the USPS debt.

Contact your legislators to stop the robocallers – send them a complaint every time you get a call.  Tell them to stop the scumbags or you will elect someone who will as their inaction and total lack of regard for your wellbeing and privacy further aids and abets each robocaller.

The DNC law works only for honest callers.  Federal and State laws need to be enacted to guide the phone providers in terminating the illegal roboactivity and phone scams – put the onus on the providers and not the honest users!

Also, why not sue the phone providers for their inaction to pull the plug on the phone terrorists?  A fantastic class action suit awaits a great attorney team on this one, because it appears that neither Federal nor State authorities give a damn to protect us and openly permit the phone companies to continually profit from your life being interrupted.

Verizon’s Call Intercept service (a $9.99 per month ransom plus federal and local taxes) limits you to 25 numbers.  So I use a Panasonic KX-TG6844 phone that can block 250 numbers. The cost of $111 paid for itself in a year and I dropped the Verizon intercept service extortion fee.

Many robocalls originate on the Verizon network and thru their subsidiary companies and affiliates such as Cellco. Of course, Sprint, Level 3, Cavalier, Embarq, T-mobile, and Cingular (to name a few) are also used providers.  What if these scammers might even be related to phone company employees or worse yet ISIS to raise funds to support terrorism?

Finally, contact the Consumer Union (Consumer Reports) site www.EndRobocalls.org and sign their petition to pressure the phone companies and lobby the government. It won’t cost you a cent!  July 2015 news articles indicate Verizon is going to screw us more during their attempt to deregulate communications services and fees which could cost us considerably more by buying into their anonymous call intercept useless service, etc.

Thanks for all your posts.  I've just started receiving calls from this "company" about "important personal business".  First few times, I just hung up, figuring someone was soliciting donations.  This AM, I listened to the message; they have an "important personal message" for my ex daughter in law, whom I've not spoken to in approx 10 yrs.  I have no idea HOW they got my phone number or even my connection to her. (She lives in NJ and I live in the South).  I pressed "4" after the message ended to indicate a wrong number.  Let's see how well that works.

They keep calling every week even after I have pushed the number button to indicate they have the wrong number. It's always a robo call for a gentleman with the same last name as my maiden name but a person I do not know exists in my family with his first name. So my final straw was getting this call on a Sunday evening at 8:58 P.M. Is that even legal? I will pursue legal action if necessary. I am tired of these harassing calls.

Primary Clue this caller is a scammer – you have not done business with the caller or given them permission to call. Hence they have ignored the DNC!  Providing, of course, you are listed in the DNC program.

Every phone provider profits by providing service to the scammers and won’t shut them down as it would be lost income for them, thus they are aiding and abetting the illegal activity.

I have contacted many of the phone providers and not once have they provided any help to stop these calls.  Each and every time their response has been that the calling number has been spoofed.  How can every scammer spoof a number and the phone companies are doing absolutely nothing about it?  Is this some conspiracy??  Must be!!. All for total profit.

Now for a solution - have our legislators imply a stiff tax for each and every call these scammers make and charge the phone provider with supplying that data to the IRS. The national debt would be resolved rather quickly!
