Strange number on caller ID +011

Just got a call from these clowns. He was asking for Mr. Billy. However took me 2 minutes to figure out what this knuckle head was saying. Then he said he was calling about federal grants. I said grants? he said yes, free money your government. After I stopped laughing I said "I don't know where your from but there is no such thing as free money in this country" and hung up

My mom received a call the other day from 011-561-9944338. I can't find anything about it and have never heard of numbers that have more than ten digits. Anyone else gotten a call like this?

To dial any telephone-number in Norway from the USA, dial '011' and then '44' and then EIGHT more digits.
So:
- 011 - start an international call
- 44 - country-code for Norway (some countries have 3-digit codes)
- telephone-number of land-line or cell-phone that one "inside" of Norway would normally dial.

44 is the dialing code for the UK.  To dial UK from US it's 011 44 then the UK local number omitting the 0.

What about the : 011-27-(73)-264-3304 ?????????

In today's world caller ID info is close to meaningless.  I can make whatever I want show up when I call, whether it is an actual phone number or not.  You guys are straining at imaginary gnats.  Give up.

Getting calls and texts from 011 234 8161118884, anyone else out there?  Real strong accent, not sure where there calling from?

234 is the country code for Nigeria.  They seem to be famous for various types of scams.

I got a call today that had, 011-000-0000.  I figured this is a bad number.  This was on my cell ohone.

011 is a number you use before calling overseas

011 is the # you dial to call phone numbers out of the country.  you dial it before dialing the country code

I got a call from +91 7940278747 today and it just made a weird sound. No human voice was heard. So, I tried calling it back and again the strange noise played and my Re. 1 got cut every time I called the number from my mobile. I don't know who is playing mischief.

i got a werid call from one of these and it had a pre-recorded message with some girl saying she misses me.. was so weird i hung up right away.

These people called me and when i said hello they hung up. So i goggled +011 and found this crazy

Will we be charged for this call if we answer it? I have been contacted 2x's today, 1x I answered the other I didn't.
