As it is getting more and more difficult for these scammers to find someone to steal from, there robo dialers are stepping it up, i say BAN VOIP From India to the USA from anybody but legit known companys over there.  It can be done.  India needs a American company to be able to purchase VOIP, and it would stop 99% of calls, for most of these calls are coming from India.

So what happens when all the Indian traffic is shunted to Pakistan, the Philippines, Belize, Costa Rica, Jamaica, and Russia? Call centers mixed up with junk call clients are found in all of those places, and maybe wherever the labor is cheap and laws don't help. Anyway, your "ban" on VOIP won't shut down all of Gujarat Province. I lay odds the Indians will have a workaround ready in less than a week to keep working undetected.

Found this with a Google search-looks like VoIP gateways aren't legal in India (may have misread it) https://www.quora.com/Is-VoIP-legal-in-India

There is also another article attached to that page that says it is legal.  Also, I found a list of VOIP providers that seem to have addresses in India:  http://www.voipproviderslist.com/country/voip-india/voip-providers-india/

Considering that probably 80% of the population over there are inclined to be crooks, I doubt it would matter if VOIP was legal or not.

Same "404" area code have been calling my phone stating they were the IRS, when I questioned them about how the IRS operates and not giving sensitive information via the phone the scammer said they'll sue me and then called me an "[***]" haha
Can you believe what these criminals are doing to people that are easily intimidated. Please beware of these fraudulent idiots preying on all of us..
IRS will reach out only by mail,..keep vigilant, give NO personal info on phone..

Please also post your experience under the number that called you. This website is phone number-based and people searching for this caller will look under the number and likely never see your post here.
