    I have done some research on this one. First of all the use of mister phelps  si a violation of the FDCPA as there is no MR Phelps in the office IE. use of a ficticious name. You mat be able to work this out in your favor. Call them back and ask to speak with MR Phelps only!! Ask for a verification of debt from the client as well as a demand letter "SIGNED" by MR Phelps ONLY. Keep in mind that you must have received the original demand letter from the debt collector which they seem to fail to send.  HHHHMMMM Strange that nobody has ever received one to my knowledge. If you have any concerns with this  you can have fun and send a leter requesting this by fax and send one  by registered mail. Now call them and make the request at the same time. If they dont respond within a week or so call again, fax and send cert mail with "second request". Keep a record of who you speak to, when and what was said.  Remember the person you speak to has now been caught off guard. Ask who the creditor is, ask for contract, billing statements and sales slips. This is a good tactic as this company is a Third party collection agency and bound by FDCPA. If they tell you that the file is closed in their office, get the contact Information for thier client. This is where the fun begins, In most cases they can not provide the requested documentation, A good attorney (in consumers rights) can get the agency to pay the debt off for you and pay for the attorney fees, and still put a scratch in your pocket.  OH YEAH  , this is the contact info for them.

    Caller leaves a message to call Mr. Phelps repeatedly.  We just got the new phone number and thought it was a collector for previous owner of phone number.   They won't stop calling.  What can I do?

    This is a collector from Comcast Cable.  They are trying to collect on past due fees from when I terminated my service with them a couple months ago.  The only reason I haven't paid is because I'm still behind on my car payment and I need that for work so I can't pay them yet.  I tried calling Comcast to inform them that I am intending to pay but they stated that my account had already gone to the collections department

    Keep getting calls from these SOBs.  Sometimes they leave a message (hard to make out what they're saying - except for the phone number which is repeated 4 or 5 times).  They call about 10 - 15 times per week.

    It's best to just call them back.  They probably have you confused with someone else.  If they insist you owe them money ask them to provide details.  Specifically, they should be able to tell you how much is owed, what is the account number, who you owe the money to, and when the money should have been paid.  

    Make sure it is you that they are really looking for.  These people use the same Internet you use and other tools to match people's names to the name they are looking for. If you have the right name, they will try to attach your name to the bill whether it is you or not.  If you explain that it is not you, they will likely leave you alone and go to the next person on their list with that name.  

    I have a very common first and last name and alphabetically I am usually sorted at the top of the list.  So I must be one of the first people bill collectors call.  I get a lot of calls from them, but I have a nearly perfect credit score (near 850.)  It's simply a matter of the collectors calling names on the list in the hope that they will either reach the right person or find someone who can be bullied or badgered into paying.  Good Luck.

    Thanks to those who have already posted as this helped me.  I agree with the majority of posts here and elsewhere – this was extremely frustrating.  I would hope these practices are illegal – though going to the ends to deal with it legally probably isn’t worth it for most people…

    I would recommend calling them back and resolving the issue.  If you do owe money and don’t take care of it, it will negatively affect your credit rating which ends up costing you money (loans you can get, interest rate you get, etc).  If they wrongly have your number – atleast it should get them to stop calling.

    Here is a full detail of my experience, hopefully it can benefit others:

    I started receiving the calls on my cell phone from “Mr Phelps” at the 800-377-7789 number sometimes daily sometimes only once every few days which was always an automated call and not a person.  I didn’t know what it was or thought it could be fraud or who knows, so I always hung up.  This went on for about 2 months before I was sick of it.   So I finally googled “mr phelps voicemail” and came across this site and a few others which was very helpful to see it appeared to be a collection agency named CMI – I can confirm this is correct.

    I called back the same number.  First attempt I got a guy who confirmed my number and name and then asked my last 4 of SSN which I refused and he then hung up on me.

    So I called them back a second time.  This time I explained I wanted to know what they were trying to collect a debt for, the account number, etc before they could ask me anything.  This time it was a woman and she too confirmed my name and phone (did not request SSN) and was actually very helpful.  Then she gave me all the details of the ‘debt’ – account number, date, who it was from, their contact info, the amount, etc.  When she gave me my address it was wrong.  It was an old address of mine that I had not lived at for over 2 years – and this was how they came to have my debt.  After this I expressed my frustration about the automated calls and situation and she stated that it was her boss that requires the calls be made in this manner.  I also recommended they be straight with their collection practices to identify themselves and they should google (above reference) to see how many people they were unnecessarily pissing off.

    So next I called the business I actually owed money too.  In my case this was a medical bill at a hospital (lab) for about $40.  They had billed the wrong address.  The lady could already see my updated address in the info from when I was there and apologized saying this should not have happened.  Then she called CMI and removed the claim and is sending me the correct bill to my correct address in the mail (in case anyone is doubting, all the details were specific to my history so I do believe this is money I owe and do intend to pay the bill).  I then explained the whole story to her and she actually had no idea that CMI was conducting business this way and thanked me for this info and said she would bring it to the next board meeting so they could decide if they wanted to use some other collection agency – and apologized a few more times for the screw up.  She actually did the some online search while we were on the phone and I could hear in her voice the surprise, so hopefully I have convinced atleast this business to not use this collection agency.  

    All of this probably took about an hour on the phone total.  My time is worth more than the bill was.  I am pretty appalled by the whole thing, but will be glad to be done with it at this point.  Could have been easily avoided if some receptionist had simply updated my address in their computer, but should give you some idea of how this could have happened to you if this is striking you as why you might be getting these calls.

    If you keep receiving phone calls from that number regardless of the company, or their business, write down the phone number, the time of the call and how many times they call a day.  If they are calling past the time dictated by law (in Alabama the call time is between 8:00 a.m., and 9:00 p.m.), then they are in violation of the law.  Time to get a lawyer and bring a suit for harassment and violation of a (state and/or federal) law.  Hit them where it hurts.  By the way, class action suits can be filed, and from what I've read, all of you have a case.

    I found this because a friend of mine called and asked me to look up the number.  He too received it on his cell phone, but didn't answer.

    ACTUALLY DID OWE THE CABLE MAN
    Ok, Mr. Phelps kept calling, and I am sorry to say it was for Time Warner Cable, and I did indeed owe them.
    The good news was that I had already rectified the account and restored the service so I was happy to tell Mr. Phelps and his croonies to loose my number.
    They updated my account, and sent a request to Time Warner to send confirmation to them to stop trying to collect. All in all not too bad.

    we are being harassed by this number they have called 8 tines in one day I think I'm going to start calling them right now and I'm going to call then as many times as they called me in the last few days I dont no who they are but my daughter has been getting these calls to her new cell phone from the time we got the phone

    I agree, TimeWarnerCable is probably the worst cable company I have ever experienced. There a mean and rude on the phone and the wait time to have someone fix something is ridiculous.
