this is a debt collection agency that buys debts that are well beyond the 7 years to be removed from your record. they also have a side telemarketing business, usually a phone service. they differentiate the debtors by the name "mr phelps". this is for the perpose of calling outside both fair debt collection act and the fair marketting act. all i can recomend, you don't have to answer any call you don't want. you don't have to call whom you don't want. utherwise call an attourney.

that's actually not true.  every business must abide by those rules.  i work for a school and we cant call you without your written permission

I just received a call from this number, but I don't answer calls I don't know. Which is why I ended up on this site. I wanted to know who they are. It seems to be a recurring theme that it happens after changing phone numbers. I just changed my number 2 days ago. I do not have anything outstanding so I'm confused as to why they're calling. When I called back it just went to a voicemail. I really hope it doesn't end up being a terror like it was with many of you.

I have just reported Credit Management Co of PA Tel 800 377 7789 to the FCC, National No Call Registry, Texas No Call Registry and the FBI.

They are credit collectors.  If you call them call the head office number and if possible, document or record your calls.  

They will keep harrassing you if you do not call. They will not give any written assurances not to call back, if like me, they are calling you when they should not be.

Document all further calls and any further communication, then sue them if you feel you need to.  But please submit complaints to the authorities, otherwise they won't be stopped and other companies will think this is a good method.

Was AT&T for me... I haven't shipped my cable/satellite box back yet and that's what it was in regards to. I was hesitant to give any information about myself, and asked if they were a telemarketing agency. When they said no, i gave them my phone number and found out that AT&T is looking to get their box back. Nice of them to contact and remind me first...

What is the process in order to sue the idoits that do these type of calls. I want them to pay as well.

I have been called by Mr. Phelps at least 100 times. I finally decided to call the 877 number to make them stop. I had been waiting for a call from a local hospital to inform me the my brother had finally died, so I was in a very surley mode. After have torn the agent a new one, he just told me he liked abuse, weird! Anyway there  is a Mr. Phelps at CMI and he is appearently a real phenom in the collections biz. Best way to get of the list is to sue for harassment. They are not allowed to call without info about who or what the call is about. Screw Mr. Phelps

I just started on with comcast about a month ago, and didn't connect a phone to the line until today because I don't have any need for a land line.  Plugged in the phone and found out I've got 16 voice mails, all from Mr. Phelps' office.  Same man or woman that everyone else cites, but they referred me back to four different numbers:

I have actually spoken with Thomas Stockton, CEO/owner/chair of the board/former military man/"scholar" in debt collecting,  who promised to take my numbers off his list.  I reached him on his cell at  214-912-4350.  His home number is:  972-625-5286.  He lives in Frisco, TX, at 4627 Pine Valley Drive with his wife, Sandra Stockton.

What about calling him at midnight?

i didn't owe anybody and no body has been billing me -- this is a scammmmmmmmmm
as they have given me account number and all they want is my social security number -- if i call with the account number they give me that is all they need and i don't owe Time Warner  or anybody else-thinking my ID has been stolen ---- police told me to just hang up on then -- so they know they are doing it too --

Collection agencies are indeed not bound by the Do Not Call list regulations, as that only applies to telemarketing and sales calls.

They are bound by the Fair Debt Collection Practices Act (FDCPA), which is available for review at the Federal Trade Commision (FTC)'s website at http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf

I just got a call from this number 18003777789 aparantly the previous owner of my phone has worse credit than I do LOL. ;)

This phone number is CBI a collection company that represents Time Warner Cable.

i just got a call from this number and they didn't leave a message. after i read some of these comments i called them back. it was some woman saying that she was with Credit Management. she asked for me specifically and when i told her it was me, she asked for my address to verify the account. i told her to tell me the address on file and i would let her know if it was mine (i didn't want to give her my address without knowing why she was calling). she said she couldn't do that. when i asked what the call was regarding, she told me she couldn't release that information til i verified my address. when i told her that i wasn't going to give my address due to the fact that i've been scammed before by other companies pretending to be creditor's, she said "well until you cooperate, i guess your going to have to wait for another call from us." and then she hung up on me. Please let me know what these people say to you after you verify your address if anyone has done that. Thank you.
