    I received a call saying it was urgent and must call ICORE Canada as soon as possible.   I did a call back with my number hidden (*67) and a woman answered.  My gut told me to hang up and search on google.  Here I am.  I may phone Bell tomorrow about this.  I hope she doesn't keep calling, as some of the posts here ...

    These people are scam artists.  They pump you for personal information before telling you why they are calling, I suggest you ignore them and file a complaint with the government.

    And I asked by my law professor and the clerks office, they both said that the company calling has to identify themselves and why they are calling.  since they are calling you, the onus is on them to provide you with the information you want.  And that you do not have to give out or confirm any personal information beforehand.  I would never trust a company that won't answer simple questions about themself.  Be very careful.

    You can file harassment charges and sue them if they do not do so and continue calling.

    I still say there needs to be tougher laws and restrictions on these people.

    I've been getting up to 14 calls a day from these folks starting at ~ 08:00h until past 20:30 at night on my cell phone. Same aproximate times every day too. I don't answer and they don't leave messages. Seems to me a collection agency would identify themself?? Otherwise what's the point?

    Can I block callers from my cell phone?

    they kept calling me so i started calling them throwing racists remarks telling them i would come over and [***] slap them ,watermelon cracks ,along with fried  chicken remarks,oh after about 5 mins he got frustrated ,i told him i would keep calling every day ,well he hung up.

    Yes you can block callers from your cell phone. But only thru your cell subscriber and I believe there is a fee of some sort!!!

    Yeah, i just got a call from them.  Very rude man on the phone.  The first thing he asked me was to verify my birthday.  I refused because i didn't want to give out my information without knowing who he is.  I told him that and he exclaimed 'I told you, i'm a collection agency!'.
    He doesn't sound professional, so i told him no again.  I asked him why he's calling me, and what money do i owe.  He said he can't tell me until i verify my information.  Load of crap.  I told him, i'm not going to give my information, and he says, 'unless you do, you're gonna keep getting these calls!'  and he went on to yelling at me some more, so i hung up.
    10 minutes later he called again.  Instead of identifying himself and what company he's from, he began with 'hi'.   and then he asked for someone else thats not me.  wtf?  Load of crap.

    Just got a call from some Company they claimed it's name was Icore Canada Ltd. 4:15 pm Sat. Dec. 6, 2008
    I had to say hello twice before I got a greeting from the lady on the other side. She then asks for someone not at this number. I ask who's calling, twice. She replies that it's Icore Canada Ltd. I ask for the Company's phone number. No response. I ask again. No response. I then speculate verbally that I think her company is a telemarketer to which she replies that they are a collection agency and that the name gave it as his/her number. I ask if they ever checked it before? I ask "Are you saying you won't give me your company's phone number? Do you even know it?" She replies that she doesn't give out the number. I ask again if she will give me her company's number. She gives me 18662941751. She asks for same name as before. I ask her if she has checked the No Call List. No response. I ask again. She says no. I ask if she is aware of the $15,000 dollar fine for calling people who are on the No Call List. She says no. Then she asks for someone else that also doesn't live here. I confront her with the fact she is now asking for a name other than the first asked for. I get put on hold as I get switched over to another lady.

    Her first question is, "Who are you?" I don't reply cause now I know they are fishing for info. I ask her about the No Call List. She asks for the first name. I tell her that person doesn't live here and I add that wasn't the name the other woman started asking for. She ignores that and asks me if the Phone number she called is correct. It was and I said so. She then says some address that clearly isn't where I am. I tell her that too. I then bring up that the other woman was asking for a different name then the first. This woman brushes it off as meaningless. I'm pissed of at this point, as you can well imagine. She then tells me to listen to her as I keep interrupting her because she won't answer my questions. I allow her to ask her questions. She asks again for the first name and I reply once again in the neg. She then asks if I know this person, also replied in the neg. No comes my turn to talk. I tell her I don't believe her. I think all these name requests are just an excuse to avoid a $15,000 fine for her company being a telemarketer and I say she is lying.
    She then says that for all she know, I'm lying about being some girls name. To which I say, "Now you insult me?"
    She is trying to finish the call and I demand they remove my number from their calling list.

    Anyway, to close this wonderful tale, all I can say is, if these people call you, give them no info. A legit company would not do that they did to me above. Don't call them back. Block their calls. Get them fined. Go after them. Make them go out of business. A collection agency is a telemarketer. They want you to pay them to fix your rating. Which is a service. Hell, if you do owe money, then don't pay the [***].

    i keep getting these calls , i m really getting anooyed someone want to start a law suit? I dont like suing ppl but these ppl deserve an ass kicking , they keep calling asking for a guy who doesnt live at my house and they wont belive me, then they called me back and i told them not to, this time i pretended  to be that person , and there like for conformation i need you to give me your birthday , so i made up a date, Jan 1, and then she continued, this place is located on 205 or 105 sheppared ave , just for anyone who wants to go shoot up place

    have been receiving calls from this number at home and cell ever since i registered on the do not call list...i think the CRTC seems to be selling this list to scamsters for fraud. they call atleast twice or thrice daily and the Vm they leave is not clear at all. today i called back, and the rude woman on the phone (foreign accent) asked for my number...i said...u guys called me, you already have my number, i stated my first name and asked why they are calling me and she was very rude and said if i don't tell her my number she can't tell me what its about. so i said i wont give you my number and asked if they were a call center. she was very rude and said she wudn't divulge any information but wanted my number. i told her "You're very rude". She said "Thank you". I hung up. Thank God for caller ID. don't bother answering no matter how omnious their messages sound.

    Got a letter from CBCL (Canadian Bonded Credit) saying I owed money on a Rogers cell account, which I don't, so I phoned them last week as a courtesy and explained.  Like other people, when the first person you talk to can't shake any money out of you, you get handed over to the high-pressure insulting crew.  I tried several times to explain to 'Lou' that there was no money owing, and he went into a rant saying he didn't care if I had cancer (I don't) that I was a loser that wouldn't pay my bills.  

    I told him that it was illegal (in Ontario) for him to call once they had been advised there was no amount owed, and he told me not to tell him about the consumer protection act because it was BS and he was an expert with 20 years experience.  He tried repeatedly to confirm the same information as the first person (big mistake to be co-operative with her), and said they were going to continue to call until the amount was paid.  I asked him if he had ulcers, and he went ballistic - I put the phone down on the table, and two minutes later he was still yelling non-stop into the phone.  I assume he eventually hung up.

    Since then we have been receiving calls from this number.  I called it back this morning, and the person answering just said 'hello' - no company name or anything.  They wanted my phone number.  It took several tries before they said they were Icor (?) Canada.  I said that was fine then because I knew who was making illegal calls, I would make the appropriate complaint, and wished them a good day.

    Now I need to know who to complain to.  A few years ago I did investigate some Ontario government complaints department, but they don't make it easy to file a claim. If I recall correctly, you must first show that you have communicated in writing to the president/GM of whoever is calling you.  I did ask 'Lou' to confirm the address, which he did, but he would not give out the name of who a complaint had to be addressed to (also illegal for him not to give it when asked, if I recall right).

    So if you ever receive one of these calls, do not give any information whatsoever, but respectfully and persistently keep demanding the name and address of their president or general manager to whom a formal complaint can be addressed.  

    From the Ontario provincial government website, below is the list of things they are *not* allowed to do (and that's even when you *DO* you money!).  You'll see this outfit Icor breaks many of these laws as standard procedure.

    It turns out the Ontario government says the number one consumer complaint in Ontario is against these bogus collection agencies.  But even then, there were only 3,000 complaints against them in 2006 - so if you are getting these calls, you should complain.  Maybe if they got 100,000 complaints they would take some action to shut these guys down.  Here is how to do it:

    I keep getting calls from this number and either no one is there or a machine talks to me and asks me to hold indefinitely.  I'm roaming on a Canadian cell phone in the US so it's costing me a lot of money dealing with this harassment.

    they call my house 14 times a day, form 6 AM to 10 PM and on weekends. The law is 7 to 7 mon-fri. The person they call for does not live at my house, I am so tired of being woken up 5 times before 11AM, and sick of being harrassed by someone who is not even interessted in speaking to me, they will not listen or talk at all because I am not who they are calling for.

    I received a call from this number at my parent's home in Toronto (I live in the US now and have for the last 3 years) saying that I have an outstanding balance of $6.93 - impossible. They gave me an address that I have never lived at.  They also said they have a record that someone talked to me last month - impossible since I wasn't even in Canada last month (or even on the continent).

    I called Rogers and they said I have a clean account and it was cancelled in 2004.  

    Don't give out any information to this company.

    I just got a call, too.  From IQO, a collection agency.  They ask for information.  I don't owe money. I hung up.  Thanks to the other posters for sharing their similar experiences.  I am already on the CRTC "Do Not Call" list. I filed a complaint with the government regarding the Do Not Call violation.

    If you get a call from 866-294-1752, ignore it.  Put your name on the National Do Not Call List (unfortunately, it'll take up to 30 days for your number to be taken off the telemarketers' lists).  Register your complaint on line at the National Do Not Call List site and ensure that you want them to contact you and provide a follow-up to your complaint (makes sure that they will take some action).  The more people who complain through this process will eventually force the bureaucracy to take some action.
