    This is another number for Portfolio Recovery for Capitol One Credit Card.   My neighbors gave them my number.

    It is alive and well ... at least for the folks that understand it.

    The Do Not Call Registry is not a magic switch attached to your phone line, that will block calls.

    The DNC list can help stop calls originating from legitimate, registered telemarketers.
    * Your calls were not from legitimate, registered telemarketers.
    * Therefore, the DNC list cannot stop those calls.

    The DNC list does not automatically block calls.  Instead, it provides a list of  "do not call" phone numbers to telemarketers who registered their businesses with the FCC, and who pay a fee for the list.  The DNC list administration is supported by these fees.

    The DNC list exempts political callers, survey organizations,  charities, and companies with preexisting business relationships, as well as debt collectors and certain nonprofit organizations, but these organizations usually have their own, internal Do Not Call list (ask them).

    The DNC list is not effective against criminals, spammers and scammers, because those telescum are not registered, do not subscribe to the DNC list, and do not care if you are on or off that list.
    It can stop calls from legitimate telemarketers, and it does a pretty good job at that.  Just think ... if there were no DNC, you would be receiving incessant calls from BOTH legitimate and spamming telemarketers!

    The DNC itself has no enforcement authority - they forward complaints to the appropriate agency.

    There is no significant drain on your tax dollar because the DNC is funded by the fees they charge registrants.

    Who is this calling me on all the different phones I have? They don't say anything if I say hello but if my grandchildren answer they ask them questions about me.

    Portfolio Recovery - they purchase accounts from credit card companies and then harass people until they agree to pay them what they want. Hang-up on them or don;t answer the phone. Rule in our house is, if its not identifiable, don't answer it. I personally like the ones that call using my own home phone number. They get an airhorn in the receiver.

    Federal law (FDCPA) requires them to send you a letter (US MAIL ONLY) within 5 days of their first contact that contains their name, physical address, the creditor’s name, and the amount of the alleged debt.  It also must contains “mini-Miranda” telling you that it is an attempt to collect a debt and that all information will be used for those purposes.  The one other important thing that this letter must also have in it is that you have a right to dispute the debt within 30 days of the date of the letter and if you do so, all collection activity must be stopped until the debt is verified.

    I just received a call from this number on two phones and FaceTime. I also have two active accounts with capital one but is not delinquent. Thought it was weird that someone besides friends and family would try to call using FaceTime.

    Got back to back calls on 2 cell #'s!  HOW did they get the Government phone #?  I don't get it!  Anyway, I did not answer either phone and it is now blocked on my cell, government cell can't block numbers :(

    Portfolio Recovery... I get calls from all sorts of numbers linked to Portfolio Recovery. Three years ago they started calling, looking for someone who is not me, has never lived at this address, has never had this number... nothing. I kept telling them that I am NOT the person whose name they were asking for. They even gave me a number to call if I had been reached in error to be taken off their list. Well, somehow they got my cell phone, my NEW home number after I had it changed BECAUSE of them, and they refuse to stop calling, they've also accused me of hiding from them ("You can't hide forever Mrs. 1234," "FOR THE LAST TIME, THAT IS NOT ME! I DO NOT KNOW THAT #%€£ING PERSON", "we know it's you."), I think this borders on stalking? Definitely harassment. Like I said, it's been 3 years, I've changed my numbers several times, and they keep calling. I don't know what to do.
