Whoever this number belongs to I have been getting threatening calls from them and other numbers similar to this one also. For almost two years now.

They won't give me anything in writing and threaten jail and heavy fines. They have also been threatening my family & friends.

Per the Better Business Bureau & the Attorney General Office & the Federal Trade Commission they have to send you something in writing and until they do don't pay it.

If they refuse they are a scam artist trying to steal your money. Their debt collecting acts are illegal to start with. Per the Federal Trade Commission & the Attorney General Office & the Better Business Bureau. The Attorney General Office told me they are scam artists and it is a situation they are trying to get under control but this particular operation is huge.

Portfolio Recovery Associates, (PRA) bottom feeders with deep pockets, have apparently figured out how to get blood from a turnip. They collect on accounts dating back to the 90’s -- accounts so out of statute that most consumers can’t even remember if they even existed.

These vultures live off the grief and (in some cases) the time barred debts of unsophisticated consumers. Like most of the bottom feeders out there, PRA and Anchor are fighting the density of junk debt buyers who have flooded the market. To say the price for accounts has gone up is an under-statement. PRA is paying more just like everyone else to stay on top of the market.

One of PRA's favorite tricks is to use the IRS to collect for them. They issue the debtor a 1099C for the amount of the debt, then charge the full amount off as a loss. We've heard cases of other agencies collecting later on the same debt. Could PRA be charging off the full amount, then selling the account to another junk debt buyer? The poor consumer gets screwed in more ways than one. First, he's paid a questionable debt via a settlement to PRA - perhaps 60% on a debt they most likely couldn't have proven in court. Secondly, his taxes are hit when the IRS waves this 1099C in his face. They are effectively collecting for PRA at this point, since PRA took the loss (100%) of something they paid only pennies on the dollar for. Third, the consumer has to face the debt again when the junk debt buyer comes after him anew. Hopefully, the IRS will catch onto this scam. PRA is a publicly traded company, so one would think they wouldn't be able to get away with this type of financial accounting for very long without some preying eyes.

CAUTION: I recommend you NEVER disclose your bank account or credit card information to a debt collector, as you risk them emptying your account, or maxing out your credit card. If you feel they are reporting on your credit bureau files in error or need assistance in dealing with them, email  the details w/your location.  Assistance and referral to a consumer legal specialist may be available.

    Kit--

If what you have said here is true, then the FTC's admission they are aware as to how PRA is *operating* and are "trying to get the situation under control but this particular operation is huge"
speaks volumes as to how (yet) another federal agency has been effectively hamstrung by powerful
    and self-serving political interests

Don't waste any more time than you already have. The BBB does not have the authority to enforce the Fair Debt Collection Practices Act and the other two who do (and could)...but won't (or can't). Whatever. Get yourself a reputable consumer law attorney and sue them for these illegal threats and refusal to validate the debt. Another poster just settled out of court with PRA for similar threats for $25,000: https://800notes.com/Phone.aspx/1-440-580-0720/6

This phone number belongs to a company called Portfolio Recovery:  866-909-0529.  At least, when I called the number that's how the person identified the firm.  I pretended to be the relative for whom the call was mistakenly made on my phone.

    Mr./Ms.  ECT,
It is really easy for you to judge people from a distance.  You lump everyone into a group of deadbeats and I guess it makes you feel good about yourself somehow.
But you should not make harsh generalizations because you do not know what the heck you are talking about on a case by case basis.
I have defaulted on 4 credit cards with balances from $4000 to $8000.
    Why?
I have an MBA from Milsaps, 2 years ago I was making $100K Plus, I got laid off and now have resorted to taking a job making $32K.  I lost my car, my timeshare, I have burned through my 401K, IRA, checking and savings accounts trying to keep my house.
What did the credit card companies do to me the first time I was a few days late?  Raised my interest from 7.9% to 26.9%.
So I will not feel sorry for the credit card companies.
...and the collectors...I have gotten calls from them at 6am and midnight.   I have been called a defaultor (which is actually true) a con man, a thief, a loser, and even a charletain.
I know what collectors pay for these debts (if anything) and I am not going to make your job easier by agreeing with you while you make my life harder.
So you can take your sanctimonious [***], and shove it up your ass.

    Hey Missy,

    1) stop acting like a c$nt!  (you can figure out what that means).

    2) BY LAW, you must disclose that you are calling about a debt.  I took a college course in Personal Fiannce and I learned a lot about "companies" like yours.
You go off and buy the debt from a company for pennies on the dollar, and then try to make people pay their old debts, in most cases the debt is so old it has been removed from the credit report.

Had you done better in school, you probably would not have to have such a loser job.

    3) Since I make over $150,000 a year, I pay my bills. You are probably calling about my ex-wife's bills, whom I have been divorced from for over 3 years.

    Concerned Now
My relative received a call from 1866-909-0529 Port Folio Recovery, looking for me.  These people have now attacked my relatives in CA and I am in NC.  They are searching us out on facebook and my space.  This bill has been in dispute. I paid my card off eight years ago and someone put $100.00 from a porno site on my credit card, after I paid it off.  I even had protective insurance, but they wouldn't allow me to use it.  The porno site was in Puerto Rico.  The card was cancelled immediately-eight years ago.  I refused to pay this bill, it's not mine.  Sad, they are now harassing my relatives all of the US.

Preach on! I agree, as I used to work in collections many moons ago, but barely lasted 5 weeks, as the methods and practices THEY utilized to collect a debt were corrupt and immoral!!!!! I cried almost every night I left the building, listening to many of these heartless, unethical collectors "rape" whomever they could of whatever little money they had left to make their freaking commission! I currently attend school with someone who does that for a living, and I have never met a more heartless, arrogant, pompous prick in my life. I do agree that these people have incurred this debt, and they should be responsible for paying what they owe; however, the means of attaining the debt is CORRUPT AND IMMORAL! So in response to DOYOUHAVEMORALS, I agree with you 100%!!!

And you are who to lecture and oh past judgement on others?  Everything you say is not quite the whole truth - you left out - that if you have paid we will stop calling you - you don't - I am so very happy that you make good money - you may be an exception to the ones that call....I hope you are - but the majority of people making calls like your are NOT nice - not friendly - not helpful - so please don't just others by what you hear or read or by how you conduct your business.

You are not a legitimate company. You have been calling me for 5 years on a debt that I contacted the original account holder on years ago. I explained my circumstances and offered them $350 on the $500 bill. They accepted it. Yet your company continues to call me and report to my credit report. Not only that you have changed the amount to over $1100 - more than double what the original account was for! Nice profit huh?! At this point even if there were still a debt the original debt would be over 7 years old. Your company does not abide by the law and I have begun recording all calls to file a suit for harassment and unlawful collection practices.

The Fair Debt Collection Practices Act (FDCPA) prohibits collectors from contacting third parties and talking about the debt with very limited exceptions.

The worst collection agencies will use skip trace reports to identify friends, neighbors, and relatives of the debts in order to let the debtor know that their life is under a microscope.  These collectors may pretend that they are simply trying to locate the debtor, but discovery in a court case will regularly reveal that the collector knew exactly where to find the debtor, and “locating the debtor” was a mere pretext for stalking the debtor with calls to close friends and relatives.  Collection practices like this are abusive and illegal.

Your best option may be to have an attorney help get their attention or pursue claims under the either the Fair Debt Collection Practices Act (FDCPA) for damages arising from this conduct.
